REGULAR MEETING

I.      CALL TO ORDER
        Chairman Judith Preston called the regular meeting to order at 7:02pm.

II.        ROLL CALL

A.        Minutes
        
MOTION to APPROVE the Minutes of the regular meeting of December 18, 2014 as presented; MADE: by C. Heffernan; SECONDED: by W. Smith; VOTING IN FAVOR J. Preston, W. Smith, P. Carver, C. Heffernan; OPPOSED: None; ABSTAINED: None; APPROVED: 4-0-0.
B.         Election of Officers
              
MOTION to nominate the existing slate of officers for the new term: Judith Preston, Chair; Colin Heffernan, Vice Chair; Janis Esty, Secretary; MADE: by W. Smith; SECONDED: by P. Carver; VOTING IN FAVOR: J. Preston, W. Smith, P. Carver, C. Heffernan; OPPOSED: None; ABSTAINED: None; APPROVED: 4-0-0.

C.      Correspondence & Announcements
        None.

D.      Committee, Representative & Staff Reports
Inland Wetlands Enforcement Officer Sandy Prisloe updated the Commission on an issue regarding Max’s Place, the expanded wetlands and associated informative sign. The owners are awaiting direction from the Commission on what they want done, but Rich Snarski must first do an evaluation and report back to the Commission.

S. Prisloe also reported that there is an issue with a storm drainage system at Center Road West. The detention basin is filled with algae and Center Road gets flooded.  S. Prisloe met with Attorney Royston and was assured it will be taken care of.

Brendan McKeown arrived at 7:15pm.

E.      Discussion of 2015 Articles for Saybrook Events
J. Preston will write an article for the March issue, C. Heffernan will write for June issue, and B. McKeown will write for September issue.


IV.        NEW BUSINESS

          A.         Workshop:  Review & Update IWWC Regulations
Commission members J. Preston, W. Smith, C. Heffernan along with S.Prisloe met to review the Town IWWC regulations with the goal of recommending revisions. J. Preston reviewed some of the issues and asked members for their input.

S. Prisloe reviewed a document from Attorney Janet Brooks, who presented at the CACIWC Annual Meeting, explaining that the document offers examples of useful regulatory language.  He clarified what a duly authorized agent can do.

J. Preston highlighted some of the issues discussed by the smaller working group:
- Statute 2-3 -- “regulated activity”
- Vernal Pools – S. Prisloe noted that the wording of “vernal pools” is now included in 3.1 and is included as elements on the map
- Maintenance of drainage basins

The next meeting to review the regulations will be Thursday, January 29th at 4:30pm.
