SPECIAL MEETING
Thursday, December 4, 2014 – 4:00 p.m.

I. CALL TO ORDER
The Chairman Judith Preston called the Special Meeting to order at 4:00pm.
II. ROLL CALL
Members present: Judith Preston, Colin Heffernan, Walter Smith
Staff present: Sandy Prisloe, Environmental Planner / Inland Wetlands Agent
III. BUSINESS
A. Review and discuss proposed changes and updates to the Commission’s regulations
Upon review of two documents, “Inland Wetlands and Watercourses Model Municipal Regulations, 4rth Addition” dated May 1, 2006, and “Guidelines Upland Review Area Regulations CT’s Inland Wetlands & Watercourses Act” dated June, 1997, Commission Members discussed several topics, including:
- vernal pools (what information do we have/need, and how might we want to strengthen regulations to better protect them); in light of the definition of regulated activity on page 2-3 (of the Upland Review document);
- the language in 10.3 (of the Model Regulations document), is there an opportunity to better address water pollution that comes from agricultural/farming practices (as currently defined); ~
- does it make sense to provide a recommended plant list (as well as plants not to use) as an appendix; is there an opportunity to address the maintenance of drainage basins, working with zoning?;
- does “as of right” use require a permit (that could include conditions)?;
and have we incorporated all the aspects of the model regulations from DEEP that we want into our existing regs?
B. Establish schedule for final review and public hearing for approval and adoption of updates

Meeting adjourned at 5pm. Next Special Meeting of the Inland Wetlands & Watercourses Commission is scheduled for January 8, 2015, 4pm in the first floor conference room.
