REGULAR MEETING
THURSDAY, November 19, 2009 at 7:30 p.m.

I.      CALL TO ORDER

Chairman Paul Smith called the regular meeting to order at 7:30 p.m.  Five commission members and one alternate were seated to vote.

III.    OLD BUSINESS

  • 07-015  “Classic Carriage Auto Wash”  Permit Extension
351 Boston Post Road,  Map 42/Lot 10-1
Request to extend permit to complete work.  Permit #07-015, granted on
January 17, 2008 and expiring on January 17, 2010.
                           ACTION:  Review and Act



This permit extension request was continued until tonight to allow questions from the Commission members from the last meeting to be answered.  Patricia Pytlik, a representative for Classic Carriage Auto Wash, was available to answer the questions.  Ms. Pytlik stated that the required work was not completed over the last 2 years because of weather delays.  She said that the fill has been removed from the wetlands and the only work to remain is adding topsoil and planting the required vegetation.  Ms. Pytlik stated that the work should be completed by the end of spring 2010.  The commission is concerned with the topsoil washing down the slope and asked Ms. Pytlik to plant the vegetation as soon as possible after the top soil.   Ms. Volansky, IWEO, said there is a 1 year monitoring requirement in the permit to ensure the vegetation is established.  Chairman Smith added that the applicant could ask for a 1 year warranty from the landscaping company to ensure the new plantings are established.

MOTION to approve the extension of Permit 07-015 for 6 months from January 17, 2010 until June 17, 2010 to complete the required work.  MADE by Robert McIntyre, SECONDED by William Pollock; NO DISCUSSION;   IN FAVOR:  William Pollock, Paul Smith, Mark McGuire, Charles Wehrly; Charles Sohl, Robert McIntyre;  OPPOSED: none; ABSTAINED: none;  APPROVED: 6-0-0.

IV.     NEW BUSINESS    

V.      DISCUSSION

  • George Bessoni
        90 Ingham Hill Road,  Map 35/Lot 12
        Discussion of a 90’ x 20’ addition to the backside of one of the existing storage       buildings.

Joseph Wren, Engineer for Mr. Bessoni, appeared before the Commission to explain how the applicant would like to expand 6 storage units currently 15’ x 20’ to 15’ x 40’.  The proposed addition would enter the 100’ wetland review area by an additional 10-14 feet.  The Commission members feel that an addition of this size would have a negative affect on the wetlands.

VI.     REGULAR BUSINESS

  • Staff Report – The 2010 Meeting Schedule for IWWC was reviewed and accepted.  
Kelly Volansky discussed properties in violation of regulations and adding language to the regulations to require property owners found in violation to restore the property to its previously existing condition prior to the violation.  The Commission discussed adding requirements to future permits to require bonding to ensure monitoring requirements are met rather than imposing fines if the work is not completed.

VII.    ADJOURNMENT
