Chairman, Paul Smith, called the regular meeting to order at 7:33 p.m.

III. PUBLIC HEARINGS
A. 06-046 Vaju Odedra
Application to construct a 4 bedroom house and septic system.
8 Cliffe Drive (Map 53/Lot 24-46), Residence AA-2 District
ACTIONS: Open Public Hearing.
Gary Sharpe, engineer for the applicant, summarized the revised site plan dated 8/9/06 and mentioned that the grade of the garage will be level with the road and the first floor will be 4 feet above the road. Mr. Sharpe also stated that this was the last undeveloped lot in the neighborhood and the wetlands on the property were not high grade wetlands but rather resulted from drainage during the building of the original development in 1974.
Chairman Paul Smith opened the hearing to the public. Russ Barmmer, 7 Watch Hill Road spoke about a culvert that exists on his property that catches water and moves it down hill to this area. Mr. Barmmer wants to make sure that the proposed construction will not impact drainage from his property and Watch Hill Road. Gary Sharpe said that no work is proposed in the vicinity of the culvert or down stream swale.
Casey Marachek, soil scientist for the Commission, passed out a report stating the type of vegetation that was present on the property and he said the property contained wetlands prior to the original development. Paul Smith asked Vaju Odedra to submit a landscape plan to the wetlands staff with his proposed new plantings in the buffer area where existing invasive plants are to be removed. The hearing was closed to the public.
Charles Sohl asked Casey Marachek about the wetland value of the lot. Mr. Marachek stated that the wetland value was low.
Kim Gallagher was concerned about the landscaping and the silt fence encroaching in the area that should not be disturbed. After discussion, the Commission suggested that the silt fence line be established as the limit of disturbance and placed 15 feet south and west of the proposed house.
MOTION to approve application #06-046, Vaju Odedra, 8 Cliffe Drive (Map 53/Lot 24-46) with the following conditions: 1.) silt fence to be moved 15’ feet to the south west of house. 2.) silt fence will represent the limit of disturbance. Application to fill wetlands and re-grade yard to address flooding issues.

ACTION: Open Public Hearing.
This application was delayed due to the Applicant’s insufficient public hearing signage. The public hearing will be postponed until the next regularly scheduled meeting to be held on December 21, 2006.

Request for permit extension. Granted 10/13/05, Expires 10/13/07.

ACTION: Consider and act upon request.
Mr. Evangelisti requested a 3 year extension to his 2 year permit which would extend his permit through October 2010.
