        SPECIAL MEETING
        THURSDAY, July 14, 2005 at 7:00 p.m.

 A.  05-012     Max’s Place, LLC.
                                   Application for Resubdivision and relocation of existing cul-de-sac for
                        Center Road West and removal of 475 feet of former town roadway.
                        (Map 25, Lot 2, 28, 29, 30)
                        (Map 26, Lot 6-10, 6-11, 6-12, 32, 32-1)
                        Business B-4 District,  Agent:  David Royston, Esq.
                        Accepted:  6/16/05, Decision by 8/20/05
                        ACTION:  Review and Act.

David Ziaks, P.E., of F.A.Hesketh & Associates summarized the proposal
                        for the Commission members.  He would like to shorten Center                                            Road West and create another location for the cul-de-sac.  Judy Preston
                        asked Mr. Ziaks what the cul-de-sac would be used for.  Mr. Ziaks stated the       
                        cul-de-sac would be used as a town access to existing lots, a public turn-around,
                        and entrance way into the shopping center.
MOTION to approve application #05-012, Max’s Place, LLC., Center Road West, (Map 25, Lot 2, 28, 29, 30) and (Map 26, Lot 6-10, 6-11, 6-12, 32, 32-1) with the stipulation to incorporate Option #1 from memo dated 7/14/05 from F.A. Hesketh & Associates which eliminates the asphalt curb and grading to meet the elevations.  MOVED by Frank Jones.  SECONDED by Charlie Sohl.  IN FAVOR:  F. Jones, P. Smith, W. Pollock, R. McIntyre, J. Preston, K. Gallagher, C. Sohl  OPPOSED: none.  ABSTAINING: none. APPROVED: 7-0-0


            B.   05-007     Grossman Chevrolet-Nissan-Geo
                                   Application to excavate 450 cubic yards of contaminated soil from an area
outside of the wetland boundary and replace with an equal volume of
clean fill.  
300 Middlesex Turnpike (Map 52, Lot 74) wetland area on adjacent property.

                                   ACTION: Review and Act.

                        John Hankins, engineer for the applicant, summarized his plan to clean up
                        the site. Bad fill contributed to soil contamination prior to Grossman
                        Chevrolet.  Mr. Hankins said there will not be any excavation in the
                        wetland area and a silt fence would be installed along the entire wetland                               boundary.  The area will be restored to its original grade and replanted
                        with grass seed.

                        The Commission members would like a hedge row or tall woody
                        plants and a split rail fence added as a barrier of protection for the wetland
                        area. The barrier would help prevent vehicles from parking to close to the
                        wetland boundary.  Mr. Hankins also noted that the contaminated soil will
                        be removed and brought out of town to a dumping ground for contaminated
                        soil.
MOTION to approve application  #05-007, Grossman Chevrolet-Nissan-Geo, (Map 52, Lot 74) revised plans dated June 2005- figure #1, with conditions.  1.) install a split rail fence the entire length of the wetland area and 25’feet back from the wetland boundary.  2.) remove all contaminated soil.  3.)  re-plant with suitable vegetative cover to be coordinated with the Conservation District.    MOVED by Paul Smith.  SECONDED by Frank Jones.  IN FAVOR:  F. Jones, P. Smith, W. Pollock, J. Preston, K. Gallagher, C. Sohl, R. McIntyre  OPPOSED: none ABSTAINING: none;  APPROVED: 7-0-0

                
        C.   05-010     Darren J. Courtright
                        Darcy Collins passed out modified plans to the Commission members.  The
                        plans show a change in the footprint of the house.  Ms. Collins states there are
                        no other changes.  Paul Smith asked the applicant, Darren Courtright, who was
present, if the Commission members could walk the site.  Mr. Courtright said
yes, that would be fine.  Judy Preston would like Richard Snarski or the
Conservation District to look at the type of vegetation on the property before the
next meeting.

MOTION to continue application #05-010, Darren J. Courtright, 505 Main Street, Old Saybrook, CT. (Map 23, Lot 79-1).  The next regular meeting date for this application will be Thursday, July 21, 2005, at 7:30 p.m. at Pasbeshauke Pavilion, 155 College Street, Old Saybrook, CT.  MOVED by Frank Jones.  SECONDED by Kim Gallagher.  IN FAVOR:  F.         D.   05-011     Old Saybrook Board of Education
                        Application to regrade new playing fields for High School Sports programs.
                        1111 Boston Post Rd. (Map 28, Lot 14)  Old Saybrook High School
                        Residence A District,  Agent:  Ray Giollito, AIA
                        ACTION: Review and Act.

                        John Wickam, civil and site engineer for Martinez Couch, presented plans
                        to add a small addition for educational items and programs at the high school.
                                    He also addressed the need to add more sports field area.  Mr. Wickam would
            like to remove the grass knoll to enlarge the field.  The plans show a flagged
            wetland area pond at the rear of the school.  Judy Preston would like to mitigate
                            activity near the pond.  Paul Smith stated there would be some short term
                            disturbance of the wetland buffer when they move the field.  Mr. Wickam
                                    address the Commission members concerns and is willing to plant a vegetative
                        buffer on the embankment to protect the pond from run off.

                                   The Commission members had concerns about the angle and closeness of the
                        proposed back playing field and would like to explore alternative plans that
                        may be better suited to the site.  The Commission asked Mr. Wickam if he
                        could put together another plan by next week for the regularly scheduled meeting.
                        Mr.Wickam said he could do an alternative plan and would be ready for next
                        week.

MOTION to continue application #05-011, Old Saybrook Board of Education, 1111 Boston Post Road., Old Saybrook High School (Map 28, Lot 14).  The next regularly scheduled meeting date for this application will be Thursday July 21, 2005 at 7:30 p.m at Pasbeshauke Pavilion, 155 College Street, Old Saybrook, CT.  MOVED by Frank Jones.  SECONDED by Judy Preston.  IN FAVOR:  F. Jones, P. Smith, W. Pollock, R. McIntyre, J. Preston, K. Gallagher, C. Sohl  OPPOSED: none.  ABSTAINING: none.  APPROVED: 7-0-0


IV.     NEW BUSINESS
                        
          05-013        Michael Evangelisti     
                        Application to construct a 3 bedroom house, sanitary system and driveway.
                        68 Bokum Road (Map 57, Lot 20) .05 acre wetlands
                        Residence AAA District
                        ACTION:  Accept application, determine if significant activity and if Ordinance 71
                        fees are required.

                        Chairman Frank Jones stated on record that Mr. Evangelisti was aware of his      
                        presence as a board member and Mr. Jones would be one of the Commission
                        members reviewing and voting on this application.  Mr. Evangelisti was contacted via
                        Darcy Collins cell phone at the meeting and stated that he was aware of Mr. Jones
                        presence and it was acceptable.         

                        Darcy Collins, engineer representing Mr. Evangelisti, presented the Commission
members with the house plans.  She stated the house is proposed within the100’ foot wetland boundary and it is an existing non-conforming lot.  Kim Gallagher
asked Ms. Collins if she would stake out the location of the house on the site so the Commission members could take a look at it.  Ms. Collins said she would do that.  

MOTION to accept application #05-013, Michael Evangelisti, 68 Bokum Road, (Map 57, Lot 20).  This application was deemed a significant activity and Ordinance 71 fees are required.  The next regularly scheduled meeting and public hearing for this application will be Thursday August 18, 2005 at 7:30 p.m at Pasbeshauke Pavilion, 155 College Street, Old Saybrook, CT.  MOVED by Frank Jones.  SECONDED by Judy Preston.  IN FAVOR:  F. Jones, P. Smith, W. Pollock, R. McIntyre, J. Preston, K. Gallagher, C. Sohl  OPPOSED: none.  ABSTAINING: none.  APPROVED: 7-0-0
