                                AUGUST 14, 2017   7:00 P.M.
                            TOWN HALL LOWER LEVEL CAFE

1.  Call to Order
The meeting was called to order at 7:03 p.m.  

2.  Roll Call
Present: Ray Collins, Chairman; Bob Murphy, Secretary; Dick Goduti; David Cole; Gerri Lewis, Clerk;

Absent:  Paul Connolly; Scott Mitchell, Harbor Master

3.  Citizens with Business Before the Commission
None

4.   Minutes 07/10/2017
A motion to accept the minutes of July 10, 2017 was made by Mr. Goduti, seconded by Mr. Cole and was so VOTED 2-0-2.

A motion to accept the minutes of July 18, 2017 was made by Mr. Murphy, seconded by Mr. Goduti and was so VOTED 3-0-1.


5.  Clerk Report
The clerk’s report was shared with the commission.  Ms. Lewis noted that looking ahead, asked the commission to note the following;

  • 2018 Ferry Dock Application will need to be updated;
  • 2018 Clothesline, Beaches Application and “other” will have to be updated.
  • 2018 North Cove Deep Water Mooring application will have to be looked at especially if we are considering sending out early to wait list due to dredging; date changes, etc;
  • Wait List application needs updating.
  • She noted that she entered a blanket PO for Olsen Sanitation and Saybrook Hardware since the last meeting.  
6.  North Cove

     North Cove Wait List update – Richard Baylis, Essex, CT; Mark Miller, Old Saybrook, CT;

6c.   1.   Discussion: Timing of assignments for 2018 vacant moorings

After a brief discussion, Mr. Murphy noted that he would take a look at rewording the North Cove Mooring Application and cover letter and asked Ms. Lewis to send him originals of the same.  The commission agreed that the process needs to start soon.  Mr. Goduti felt that the response time be considered.  Chairman Ray suggested sending a letter.  

The commission discussed different scenarios.  It was decided that the application would go to the regular North Cove mooring holders and to the wait list as well.

Mr. Murphy noted Mr. Mitchell’s concerns in The North Cove Deep Water.

7.    Sheffield Street Project

Mr. Goduti reported that he alerted Mr. Bonin, Director of Public Works about the scheduled work.  He also reported that he hung signs regarding vacating moorings by September 17th.

Mr. Goduti wanted to discuss the upcoming renovations.  He asked for the commission’s thoughts.  Mr. Murphy suggested talking to Keith Neilsen of DOCKO about the crane and other discussion of the same.  

Mr. Goduti noted that he didn’t think it was necessary to have a special meeting of the HMC to talk to Mr. Neilsen.  It was suggested that Chairman Collins, Mr. Goduti and Mr. Murphy (and/or either of these) visit Mr. Neilsen for this discussion on an agreed upon date.

8.  Ferry Road              
              Wait List Update –   David Chan, Old Saybrook, CT

A motion to approve David Chan to the Ferry Dock wait list was made by Mr. Cole, seconded by Mr. Murphy and was so VOTED unanimously.

Mr. Cole noted that Ferry Dock may have been mowed in places that it should not have been, so not to have it be so open from the road.

Mr. Goduti has been keeping an eye out at Ferry Dock.

8. Clothesline   None
               
9. Harbor Master/Dock Master Report
Mr. Goduti reported in Harbor Master’s absence.  Mr. Goduti met with Mr. Mitchell at the Clothesline Marina.  To date it was noted that there were no applicants from the wait list.  Ms. Lewis noted that she gave the list and emailed the list to Mr. Mitchell back in June, 2017.  She also read texts from June, 2017 between herself and Mr. Mitchell.  After discussion, Ms. Lewis will call the wait list.

10. Correspondence

  • Anonymous note regarding the Clothesline;
  • Jae Lee:  Sold boat.  Until he purchases new boat, plans to put 21’ Key Largo on his NC mooring.  This boat was to be on mooring in the flats, but has not been installed.
  • Zoning Commission:  FYI:  Application for dock, sale, repair and servicing of boats 30’ or less at 44 Sunset Avenue.  There was no public hearing. Site plan approved.

Dispensation to Rule 11:    

  • Roy Guile: Wife passed away so boat going into North Cove late.  
  • Ed Glynn:  Boat is at Riverside Basin awaiting major repairs.
  • Keith Rich:  Boat is undergoing some major repairs
  • Decerbo:  Change of vessel moored in North Cove:  Now Boston Whaler is on mooring.
A motion to approve all of the above for Rule 11 was made by Mr. Cole, seconded by Mr. Murphy and was so VOTED unanimously.


DEEP: OLISP Applications:

  • From Docko, Inc.:  Copies of letters to USACOE; State of Connecticut; DEEP Fisheries Division; OS Shellfish Commission;  transmitting drawings of the DEEP Permit Consultation Form for Ferry Road;   No action requested; no action taken.

11. New Business – See 6C-1 for further discussion.

12. Old Business
It was noted that the NCYC would get notice of successful bidder regarding the North Cove Project.
                   
13. Payment of bills
A motion to pay the bills for Clerk, Saybrook Hardware, Olsen Sanitation and CTDRS was made by Mr. Cole, seconded by Mr. Murphy and the motion was so VOTED unanimously.

14.  Adjournment

A motion to adjourn was made at 8:16  pm. by Mr. Cole, seconded by Mr. Murphy and the motion was so VOTED unanimously.
