1. Call to Order
Chairman Ray Collins called the meeting to order at 7:01
2. Roll Call
Present: Ray Collins, Chairman; Bob Murphy, Secretary; David Cole; Paul Connolly; Dick Goduti; Scott Mitchell, Harbor Master (7:20); Gerri Lewis, Clerk;
Guests: Craig Martin, ACOE; Joseph Salvatore, Ct. Port Authority; Bill O’Shaughnessy
3. Citizens with Business Before the Commission
Craig Martin, Project Manager/Physical Scientist, for the New England District of the USACOE made a presentation to the Harbor Management Commission about the upcoming Dredging Project of North Cove. He talked about the background of the project. He went over the construction methodology and the schedule of activity. He then discussed the preparation for the dredge event with the commission.
Chairman Collins thanked Mr. Martin.
Mr. O’Shaughnessy inquired about the need of repairs to the dinghy dock at Sheffield Street.
4. Minutes 05/15/2017
A motion to accept the minutes of May 15, 2017 was made by Mr. Connolly, seconded by Mr. Cole. Discussion: Mr. Goduti made note that “but with the section entitled “Performance of the Clerk” deleted was made by Mr. Goduti” was not correct and should be stricken from the May 15, 2017 minutes. Chairman Collins noted that “Performance of The Clerk” was not appropriate at a meeting.
A motion to accept the minutes of May 15, 2017 as amended was made by Mr. Connolly, seconded by Mr. Goduti was so VOTED unanimously.
A motion to accept the minutes of May 22, 2017 was made by Mr. Connolly, seconded by Mr. Murphy was so VOTED unanimously.
5. Clerk Report
The clerk’s report was shared with the commission. With regard to Mr. Walshe, the Harbormaster noted that the dinghy was not removed by November 1 last year and the dinghy is gone.
6. North Cove
North Cove Wait List update – No new additions.
7. Ferry Road
Wait List Update – Amos Swain, Old Saybrook; Ryan Walsh, Old Saybrook
A motion to approve Amos Swain to the Ferry Road Dock wait list was made by Mr. Cole, seconded by Mr. Connolly and was so VOTED unanimously.
A motion to approve Ryan Walsh to the Ferry Road Dock wait list was made by Mr. Cole, seconded by Mr. Connolly and was so VOTED unanimously.
8. Clothesline
Wait List Update – Scott Mitchell, Old Saybrook.
A motion to approve Scott Mitchell to the Clothesline Wait List was made by Mr. Connolly, seconded by Mr. Murphy and was so VOTED unanimously.
Clothesline New: William Farrell, Old Saybrook
A motion to add William Farrell to the Clothesline was made by Mr. Connolly, seconded by Mr. Murphy was so VOTED unanimously.
9. Harbor Master/Dock Master Report
Mr. Mitchell noted that there were vacancies in the Clothesline and that he was working on filling those vacancies.
10. Correspondence
- Memorandum to all recording clerks; The commission decided that the clerk will submit her time every week as required by the Accounting Department and will be submitted to the commission at the monthly HMC meetings.
- Zoning Commission “Sheffield Street Dock” Special Exception Permit. It was noted that Keith from Docko will be at this Zoning Meeting.
- Zoning Commission “Housekeeping Petition” to amend Zoning Regulations. No comments from the Commission.
- Account System Training: No comments from the commission.
- Account System 2nd Training email: No comments from the commission.
- Resilience Corridor Workshops Flyer: Noted.
- Email from ACOE re payment of Hartford Courant Notice of Permit Application: The email from the Hartford Courant noted that proof of payment was requested regarding the Notice of Permit Application.
- Email from Hartford Courant requesting proof of payment of Notice of Permit Application: Ms. Lewis will follow up with Craig Martin to obtain proof of payment.

DEEP: OLISP Applications:
- Notice of Certificate Issuance DEEP Ferry Road (recorded Town Clerk)
- Notice of Certificate Issuance DEEP Sheffield Street (recorded Town Clerk)
Ms. Lewis noted that these certificates were recorded and mailed to HMC from Keith Neilsen at Docko.
11. New Business
Mr. Goduti discussed the email from Ms. Aldi with the commission. Mr. Connolly thought we should be proactive, so offered to let Ms. Aldi know about the canoe trip from Canada and perhaps have a discussion with her in the spirit of public access.
12. Old Business
Mr. Goduti reported that he found the water running unattended at the Ferry Road Dock. The commission decided that Mr. Goduti will log in how many times and for how long this is going on.
13. Payment of bills
A motion to pay the bills for Clerk, Beard Lumber, Saybrook Hardware, Olsen Sanitation, Ryan Walsh, and James Mitchell was made by Mr. Cole, seconded by Mr. Murphy and the motion was so VOTED unanimously.
14. Adjournment
A motion to adjourn was made at 8:58 pm. by Mr. Murphy, seconded by Mr. Connolly and the motion was so VOTED unanimously.
