                             HMC SPECIAL  MEETING MINUTES
                            RESCHEDULED FROM MAY 9, 2017
                       MAY 15, 2017   7:00 P.M.
                                  TOWN HALL LOWER LEVEL
1.  Call to Order
Chairman Ray Collins called the meeting to order at 7:07

2.  Roll Call
Present: Ray Collins, Chairman; Bob Murphy, Secretary; David Cole; Paul Connolly; Dick Goduti
Absent: Scott Mitchell, Harbor Master; Gerri Lewis, Clerk;
Guests: Seth and Fred Pardi

3.  Citizens with Business Before the Commission
Seth Pardi presented a letter that he purchased a larger boat and was requesting to place the larger boat on his North Cove Mooring. The new boat drafts 3’ 11”. There was no objection from the Commission Members provided it was acceptable to the Harbor Master.  

4.   Minutes 04/10/2017
A motion to accept the April 10, 2017 minutes as written but with the section entitled “Performance of the Clerk” deleted was made by Mr. Goduti, seconded by Mr. Connolly and was so VOTED unanimously.
5.  Clerk Report
The clerk’s report was shared with the commission.

6.  North Cove
              a. Mooring renewals
        None reported
           b. North Cove Wait List update  
Clerk’s report listed 3 new NC wait list applications: ~John Kelly, Old Saybrook, Leendert VanVliet, Old Saybrook, Zoran Kuljiis, Old Saybrook. A motion to approve John Kelly, Leendert Van Vliet and Zoran Kuljiis and add them to the North Cove Wait List was made by Mr. Murphy, seconded by Mr. Connolly and the motion was so VOTED unanimously.
          
c. Assignment of moorings – Harbor Master

None

7.  Ferry Road              
              a.  Wait List Update
Clerk’s report listed 1 new Ferry Road wait list applications: ~James Wilcox, Old Saybrook, Old Saybrook. A motion to approve James Wilcox and add him to the Ferry Road Wait List was made by Mr. Cole, seconded by Mr. Connolly and the motion was so VOTED unanimously.

10. Correspondence
        a.  Communication

        See discussion of Pardi Letter under Item 3 above.
        
Kathy Connolly Letter requesting action regarding mowing in the clothesline area. The mowing was performed without giving consideration to flowers that were planted in the area. Mr. Connolly will contact Paul Burke (the individual performing the mowing) to resolve.
        
        
        b.  Rule 11 Requests

        None

        c.  DEEP Permits

The permit for Ferry Road was approved by the DEEP and Corp of Engineers. The scope and conditions of the permit were discussed including actions required to be performed in the near future. Several letters regarding the Sheffield Street project were also received. A consensus was reached that a special meeting with Keith of Docko present will be called in the near future in order to discuss the status, scope and conditions of all outstanding permits and project execution.  

11. New Business
a.  Discussion: relationship between Connecticut Port Authority, The Corps of Engineers and Town of Old Saybrook and how this relationship might preserve the viability of North Cove

Mr Goduti believes it will be prudent to establish a long term relationship with the Connecticut Port Authority. Such a relationship may benefit both parties and help to efficiently facilitate future projects including future dredging of the Cove. A potential special meeting with the Authority was discussed.

12. Old Business

a.  North Cove Dredge Project Update: Discussion of logistics for fall mooring removal in preparation for anticipated dredging

Current Corp of Engineers Correspondence indicates a potential for a need for moorings to be removed earlier than October 31, 2017. A draft letter to North Cove Mooring Holders will be drafted to provide advanced notice.

b.  HMC Database

The current spreadsheets show some improvement but are still missing information required to make them complete such as Boat name, mooring size, etc. Paul Connolly to discuss with the Clerk.

c.  2017 Clerk Budget

To avoid exceeding the Clerks 2017 budget, a suggestion of setting limits on the Clerks monthy hours was discussed.
                   
13. Payment of bills
A motion to pay the following invoices was made by Mr. Cole, seconded by Mr. Connolly and the motion was so VOTED unanimously. Note the motion does not include CWC (Sheffield Street) in the amount of $49.57

A motion to adjourn was made at 9:34 pm. by Mr. Murphy, seconded by Mr. Connolly and the motion was so VOTED unanimously.
