                                APRIL 10, 2017, 7:00 P.M.
                       TOWN HALL CAFÉ  LOWER LEVEL

Call to Order:  Secretary, Bob Murphy called the meeting to order at 7:04 p.m.

Roll Call:
Present: Bob Murphy, Secretary;  David Cole; Paul Connolly; Dick Goduti; Gerri Lewis, Clerk;

Absent:  Ray Collins, Chairman;   Scott Mitchell, Harbor Master

Guests: Rick Beck; Sharon Tiezzi; David Tiezzi

~Minutes
A MOTION to approve the minutes of the March 13, 2017 meeting was made by Mr. Murphy, seconded by Mr. Cole.  Discussion:  The March minutes reflected a motion to enter Executive Session.  The clerk noted that executive session was not on the agenda, nor was it motioned to go onto the agenda, therefore procedurally it was not accurately reflected in the minutes.  Mr. Murphy agreed and stated that no actions resulted from going into Executive Session.  The motion to approve the minutes with this note was approved unanimously.
A motion to add Special Meeting Minutes of 3/30/2017 to the agenda was made by Mr. Goduti, seconded by Mr. Connolly and was so VOTED unanimously.
A motion to approve the minutes of the Special Meeting of 3/30/2017 was made by Mr. Cole, seconded by Mr. Connolly and was so VOTED unanimously.
Clerks Report
The clerk’s report was shared with the commission.

Ms. Lewis  noted the following:

North Cove Wait List New:   
Clerk’s report listed 1 new NC wait list application:  Cameron Staples, Old Saybrook.

A motion to approve Cameron Staples to the North Cove Wait List was made by Mr. Goduti, seconded by Mr. Connolly and the motion was so VOTED unanimously.

North Cove Wait List Renewal:  David Colvin, Old Saybrook

Clothesline Wait List New:   None

Clothesline New:   None

Ferry Dock Wait List New:    None

Ferry Dock List:  Mr. Cole noted that Jay Johnstone will be taking the vacant slip in the Ferry Dock that Amos Swain vacated.  Application is in the mail.

Harbor Master/Dock Master Report – None

Correspondence:    
Donald Watkins:  Has had a mooring in North Cove for many years.  Came in to town hall with his application and the cover letter dated October, 2016.  His son passed away last October.  He would like to be in the Cove again.  

A motion by Mr. Goduti, seconded by Mr. Murphy to allow Donald Watkins back into the Cove in view of his circumstances was so VOTED unanimously.

Knightly letter requesting refund of $345.64 for a North Cove Mooring fee and refund of Wait list $10.00. Scott dealt with her and told her to write a letter.

A motion by Mr. Goduti to take Knightly off the North Cove Mooring Holder List and return her uncashed check to her was seconded by Mr. Connolly and was so VOTED unanimously.

A motion by Mr. Murphy to put Knightly back on the Clothesline Wait List was seconded by Mr. Goduti and was so VOTED unanimously.  

Cynthia Bahl in Lyme is one of the “new”  NC mooring applicants.   North Cove Deep Water application was not received.  The clerk informed the commission that the Harbormaster spoke to her and made the decision for the clerk to send a new NC application.  

Permission for Putting Buoys in the Ct. River: The commission had no objection.  Scott suggested that they be placed further out in the channel and double the weight.  

A motion by Mr. Murphy, seconded by Mr. Cole noting that the commission had no objection for putting the buoys in the Ct. River was so VOTED unanimously.  Mr. Murphy will follow up with the proper departments.

Letter to Board of Finance.  The clerk read the portion of the Board of Finance minutes that reflected the Finance Director’s referral of the letter.

Letter from Keith Neilson re Ferry Dock modifications.  The commission was aware that the COP application had been revised to include the raising of the wall and refilling and supplementation of the fill and regrading of the parking lot.  

Connecticut River Pilgrimage 5/31 – 7/9/17:  The commission had no objection to this journey along the Connecticut River.  

Dispensation to Rule 11:    None

DEEP: OLISP Applications:   
CT DEEP COP Application for Ferry Road Dock Modifications (2 copies).  A copy of the application was given to Mr. Cole and a copy was given to the clerk for safekeeping.  

New Business
None

Old Business:
a.  North Cove Dredge Project Update None

Mr. Cole questioned the old barges near Between The Bridges.  No one had any information.

Payment of Bills:    
A motion to pay the Clerk, Connecticut Water Company (Sheffield St) and Department of Revenue Services was made by Mr. Murphy, seconded by Mr. Connolly and was so VOTED unanimously.

Performance of The Clerk:
A discussion of the Clerk’s performance was held. The Commission raised 6 specific areas where the Clerk performance needs to improve or inappropriate actions needs to be discontinued.
Adjournment:  A motion to adjourn was made at 9:34 pm.
