1. Call to Order:
The meeting was called to order at 7:01 pm by Secretary, Les Bowman.
2. Roll Call:
Present: Les Bowman, Secretary; Dick Goduti; David Cole; George Wall; Gerri Lewis, Clerk;
Absent: Ray Collins, Chairman; Scott Mitchell, Harbor Master
3. Citizens with Business before the Commission: None
4. Minutes: Meeting 9/14/15
A motion to approve minutes of the 9/14/15 regular meeting was made by Mr. Goduti, seconded by Mr. Cole and was so VOTED with 1 abstention.
5. Clerk Report
- Mr. Bowman thanked the clerk for her report. There were no questions.
6. North Cove wait list update: None
7. Ferry Road wait list update: Donald Moisa, Deep River;
A motion to add Donald Moisa to the Ferry Dock wait list was made by Mr. Cole, seconded by Mr. Goduti and it was so VOTED unanimously.
7c. Ferry Road Project – No update.
8. Clothesline wait list update: None.
9. Waterways: In September, the Chairman instructed clerk to take this item off the agenda going forward, as it is covered under old business.
10. Harbor Master Report:
Mr. Goduti reported for the Harbor Master that the blue boat was now sitting in Mr. Lemlin’s yard. The former owner signed the boat over to Mr. Lemlin. Issue closed.
11. Correspondence
- H.S. Plaut Environmental Co.; letter of complaint regarding the requirement for Harbor Master to inspect moorings. After a short discussion, the commission instructed the clerk to invite Mr. Plaut to the next meeting to discuss his concerns.
- US Dept. of Homeland Security; Commercial Fishing rule changes; No action was taken.
- Zoning Commission; re Petition to Amend OS Zoning Map from Residence A District to Marine Commercial MC District; land located at 88 Ferry Road. The commission was not in favor as the Harbor Management Plan requires us to consider the impact on public access. Absent a specific proposal, the commission felt that the change does not seem prudent at this time. Clerk will relay this to the Zoning Commission.
12. New Business
Mr. Goduti discussed the importance of looking at the budget for next year and the process and construction of the same. He suggested a special meeting with Treasurer Bob Fish to do this. The clerk was asked to set up a special meeting as soon as possible and invite Mr. Fish.
13. Old Business - Special Anchorage areas update
Mr. Wall noted that he got an immediate response to his letter and has forwarded it on to the proper departments.
14. Bills for Payment:
A motion to pay Clerk; Olsen Sanitation; State of CT., Water Company and Lighthouse Printing was made by Mr. Cole, seconded by Mr. Wall and was so VOTED unanimously.
15: Adjournment: A motion to adjourn at 8:25 was seconded and passed.
