REGULAR MEETING MINUTES
SEPTEMBER 10, 2012   7:00 P.M.
ACTON LIBRARY 2ND FLOOR CONFERENCE ROOM
  • Call to Order
The meeting was called to order at 7:05 P.M.

  • Roll Call
Present: R. Collins, Chairman; R. Goduti, G. Wall, D. Cole, L. Bowman – Commissioners; S. Mitchell – Dock Master/Harbor Master; Gerri Lewis, Clerk

  • Citizens with Business before the Commission - None
  • Minutes – Regular Meeting 8/13/12
Mr. Goduti MOVED and Mr. Cole SECONDED that the minutes of the 8/13/12 meeting be approved as presented. MOTION APPROVED unanimously.


  • Clerk Report  
At this time, the commission read Ms. Lewis’ report.  Mr. Goduti inquired as to the website.  Ms. Lewis is working with the IT person in Selectman’s Office.  

  • North Cove
The Commission worked on the “Welcome to North Cove” regulations as follows:
1.  OK
2.  Delete “concrete bulkhead” and add “west side of the dinghy dock.”
3.  OK
4.  There was discussion on the word “transient.”  Enforcement was discussed and it was noted by Mr. Bowman that there was no manpower to consistently enforce this regulation.

The Commission will look at these regulations again.

Mr. Collins noted that he would like to schedule a special meeting to update the HMC ordinances, policies & procedures and regulations.  A first, third or fourth Thursday of the month at 7:00 p.m. was agreeable.  Ms. Lewis will find space to meet and inform the commission.

             c.  Assignment of Moorings  None
Mr. Collins reported to the commission that he met with Chief Spera to request routine patrol of Sheffield St. dock, North Cove and Ferry Road dock.  Chief Spera said this couldn’t be done routinely.  He did note that parking tickets were issued.  Mr. Collins noted that he had a meeting on September 11th with Chief Spera and Selectman Fortuna.

With regard to the fence at Ferry Dock, Mr. Collins reported that he met with Larry Bonin and a fence company person.  A key pad with a swing gate was discussed.

Mr. Collins read a letter to the commission from John Aldi of North Cove Road regarding an overnight camper at the North Cove boat launch.

  7. Ferry Road Dock
        
             a. Wait List  -  No update
   b. Slip Renewals – None
   c. Ferry Road Project  -  No update

8.  Waterways:  No Report

9. Harbor Master Report:
Mr. Mitchell reported that many boats were hitting bottom.  He noted that he should be pulling moorings but has been rearranging boats.  Mr. Goduti asked Mr. Mitchell for an outline of how he plans to get the moorings in place.  Mr. Mitchell noted that he does his layout over the winter.  Mr. Mitchell also noted for the commission that the Montano slip had a different boat on the slip that was not registered.

Mr. Bowman noted that was necessary to concentrate on getting the letter out for the renewals.  
Mr. Bowman shared with the commission his email exchange with the ACOE.

10. Correspondence  
  • Letter from Ronald Selines regarding change of vessel on mooring.  The commission decided that due to the size of the vessel, it could be moored in the flats as Mr. Selines suggested if need be.
  • Homeland Security: US Coast Guard:  A letter regarding new requirement for fishing vessels was read by Mr. Collins. No action was taken.
  • Rev. Jim & Sandy Leipold sent commission a letter informing them of condition of their sailboat.  No action was taken.
  • Coastline Consulting:  Permit Application, Briganti Property, 6 Anchorage Lane, OS.  No action was taken.
  • Letter from Patty Lynn – Conard vessel: A motion was made by Mr. Wall and seconded by Mr. Cole to add her to the end of the NC wait list.
Dispensation to Rule 11:

  • Bart Langer: Uncooperative weather delay getting back to North Cove from a cruise.  Requests exemption to Rule 11.
  • Richard Narad:  Gave dispensation in early Spring.  They now have a new vessel and sent the commission a letter informing them of the updated  information.  
A motion to give dispensation to Rule 11 to Mr. Langer and Mr. Narad was made by Mr. Cole, seconded by Mr. Bowman and passed unanimously.

.DEEP: OLISP Applications:

  • Letter from DEEP; Notice of Tentative Determination to Approve Structures, Dredging & Fill:  Work Area: LIS off property located at Route 154 between Atlantic Drive & South Cove Road.  No action was taken by the commission.
  • From Angus McDonald & Assoc.:  Consultation form re Koutouzis property: 14 Bliss Street, OS.  Applicant proposes to install riprap bank retention area around house and construct a dock.  Consultation form must be filled out after HMC has reviewed plans.  Mr. Collins completed the Consultation form to be mailed by Ms. Lewis.  
A motion to approve proposal was made by Mr. Bowman and seconded by Mr. Wall and it was so VOTED unanimously.

11. New Business
Family Day is 9/22 and commissions were offered a booth if they so wished.  The commission decided that they would not have a booth.

12. Old Business
             a. C.G. Anchorage Designations -  No update.
  b. North Cove Policies – To be discussed at a special meeting.

13.  Bills for Payment:        
  • Olsen Sanitation:                          $  332.00
  • Saybrook Hardware:               $   16.56
  • GNCB Engineers:                    $6,222.50
  • Clerk: 14 hrs. at $16.00/hr.          $  224.00
A MOTION to pay all of the bills was made by Mr. Cole, seconded by Mr.      Wall and was so VOTED unanimously.

14. Adjournment:
Mr. Cole MOVED and Mr. Wall SECONDED that the meeting be ADJOURNED at 8:14 p.m.
