1.      Call to Order
        Chairman Ray Collins called the Special meeting of the Harbor Management        
        Commission to order at 7:00 p.m.

3.      Ferry Dock, DOCKO report
        Keith Nielson began his presentation by saying that David Freed was unable to attend    but  he was here to address the Ferry Dock project.

        A drawing was submitted which showed two approaches
        Both would use steel sheeting- similar but different approaches

        Option - $2500 a sheet bid by contractor doing work waterside
        
        Option – start at east end work to west taking care of the north and south faces at the         same time, economizing factor, more linear feet per dollar. Keith spoke to a couple of  marine contractors, $ 2-2500 doing from land $ 1200 to 1500 per foot if done landside.  He inquired from the contractors about what kind of limitations; i.e. largest sheet of  sheet pile could be 16 feet that would limit dredging in the future. Heavy vehicles     
        doing the work could destabilize the work site; he suggests starting on the inside and  work outward.

        Keith said concern about whether the project could go forward has been expressed. .     Based on what he has found out by talking with contractors and the DEEP, he     
        believes there is enough information to move forward on the project.  The proposed      “orange” line project gives stability to whole project. He explained that previously    disc    used concrete blocks have inherent weaknesses because they are made with        
        leftovers from trucks which may have been watered down. The mixes from the      
        leftovers can be very different based   on whether they come from a home project or a   commercial project. Sometimes you       cannot see flaws until it is too late.

        Larry Bonan said there are companies that will allow the customer to specify the        
        concrete mix in the order.

        There was a brief preview of sheet pile dimensions and strength.
        PZ 25-
         PZ 27 – less profile 3/8”
        PZ 22
        PZ 35 two flutes

        Land based contractor may use smaller grade sheets to keep costs down.

        Larry Bonan stated he believed that there should be a guardrail system to prevent       anyone from driving off into the river.  

        Ray Collins asked about dredging after doing the stabilization work.  He would like to  go 6 feet.  Keith Nielson said as a rule of thumb if he dredges more than 3 feet he     stays 10 feet from bulkhead. He also said dredging would have to be box cut.

        Dick Goduti asked a number of questions. Keith Nielson felt that some questions         could   not be answered without additional core samples.

        David Cole stated that the southeast corner never goes under water and he thought       that would be a good benchmark.

        Dick Goduti asked about rip rapping the northwest side and moving the sheet pile to     the southeast side. Keith Nielson said riprap can be used wherever you do not   
        anticipate boats. Using stone you do not need ties. Keith noted that during Hurricane   Irene it was    observed that waves went right over ramped slopes. Any northeaster      would come and run up the slope of the rip rap whereas a bulkhead would stop waves.

        Keith Nielson noted that DEEP would have to approve this rip rap approach and   
        coverage is a big issue to DEEP and they would require a lot of additional testing. In  addition the current permit can probably get an extension as is whereas a riprap        
        approach would require an entirely new permit.

        Selectman Manning asked what kind of material would be used to elevate the level of     the driveway. There was a discussion of millings. Keith Nielson said there is an
        advantage of millings.  They do not pack evenly and they can be re-graded and moved     around; they are highly porous so no storm drain system needed, and look half-way       decent when put down.   Ms. Manning asked who much work will it take to get the         project to DEEP he said it would take a couple of weeks to get to DEEP the      
        necessary paperwork and then 90 days for DEEP to respond. If attention is spent on      doing permitting it could cut the time in half.

        Keith Nielson believes he could get the U.S. Army Corp extended.

        Consensus of the Commission is they would like work done by shad fishing season         but it  is understood that there will need to be understanding by the fisherman that the        work    needs to be done.

        Keith Nielson’s  feeling is to take the permit  the Commission already has and do as    much sheet pile as you can and get as much done as you can for the existing     
        dollars.  Using rip rap would mean all new permits. Keith feels getting a precise       
        engineered      design that would take care of the high priority first is an important step.

        A question was asked if sheeting was put in would a header put in to attach docks to.   Keith Nielson felt that an exposed top of sheet pile is an injury waiting to happen after
        a few years, so a top should be added and it would be designed so docks could be        attached. The proposal should be to get 18 inches to 2 feet above existing dock to      deal with the higher river.

        Les Bowman asked what the next step going forward should be. Keith Nielson said         engaging GNCB is the next step as he works for them and the engineering design is       important.  Les says we should talk about moving forward and think about the    
        engagement of GNCB and what steps to get going.

        Summary notes:
        Option 1 is the preferred plan
        PZ 27 is the sheet at the end and PZ 22 on the side
        David Freed will put together the engineering design.
        Les Bowman asked that the GNCB put a proposal together and get it to the                        Commission for approval.
        When a proposal from GNCB is received (probably next week) a special meeting will               be scheduled

4.      North Cove Mooring Removal Bid proposal
        CT River Dock & Dredge submitted a proposal for $ 4,000. Scott Mitchell notes that      this    is only $ 100 more than last year and the contractor will do the work waterside.        A copy of their certificate of insurance was attached to the bid.

        Motion - Les Bowman moved to accept the bid from CT River Dock and Dredge,      
        George Wall seconded
        5-0-0 motion approved unanimously




5.      North Cove 50% attendance
        Scott Mitchell reviewed the attendance form with the Commission.  Lane and Embee        were the two that did not meet the 50%. Lane has already verbally confirmed that he     was giving up the mooring.

        Dick Goduti would like to address the use of the moorings for vessel storage instead    of as   a mooring for use of the vessel. He knows it is not on tonight’s agenda but     
        wishes to discuss it as part of the North Cove policies.

Motion – Dick Goduti moved to send a letter not to offer renewal application to Embee for failure to meet the 50% rule as Lane has already given up his mooring; Les Bowman seconded
5-0-0 motion approved unanimously

6.      DRS Invoice
The Department of Revenue Services has notified the Commission that as of October 1, 2011 the Sales Tax Report previously submitted quarterly will now have to be submitted     month. The current invoice will pay the quarter ending September 30 and the October 30th invoice. Once these are paid the month invoices can be approved at regular meetings    and be received at DRS in at timely fashion. Also the sales tax to be collected as of July 1 is 6.35%.

Motion - Les Bowman moved to pay the DRS invoice, George Wall seconded;
5-0-0 motion approved unanimously


7.      Adjournment

        Motion – Les Bowman moved to adjourn at 8:10 p.m.
