1. Call to Order
Chairman Ray Collins called the regularly scheduled meeting of the Harbor
Management Commission to order at 7:10 p.m.

3. Citizens with Business before the Commission
Selectman Carol Manning came to express her concerns about the Ferry Road dock. She asked what the status of the permits is; the permit for the bulkhead was extended for one year, the dock permit was not extended and the Army Corp permit expired on May 31, 2011. Ms. Manning is trying to set up a joint meeting of the Board of Selectmen and the Harbor Management Commission. Ray Collins said the Commission would take action one way or the other later in this meeting.
Joe Demers, a mooring holder spoke. He was issued a permit for a 27 foot sailboat which has been sold, he wants to put a 25 foot trawler on the mooring instead. He provided a copy of the new registration and will provide the Dock Master and Clerk with updated information about the trawler. He is also requesting an exemption to Rule 11 as his new boat may take some time for delivery.
Eleanor LaPlace joined the meeting late but was given a chance to speak briefly about her concerns for the STEAP grant.
4. Minutes of previous meetings- May 9, 2011
Motion – David Cole moved to approve the Minutes of the May 9, 2011 meeting, Les Bowman seconded
4-0-0 motion carried unanimously
5. Clerk Report
The clerk brought up the idea of moving the copies of the dock permits from the Town Clerk’s vault up to the Land Use department which would put all records for property in one location. There is usually a staff member available to help find the files as well. There was discussion. Dick Goduti was opposed. No action was taken at this meeting.
Ruth Hockert brought to the Commission an email from the Mariano’s of North Cove Road. They believe they were given a North Cove waiting list form in error. They actually had wanted to get a clothesline space. They did not realize the difference until the renewals went out this year. There was discussion.
Motion – David Cole moved to handle the request of the Mariano administratively

Motion- Ray Collins moved to transfer the Marianos to the clothesline wait list from the North Cove as of the date of their request, Les Bowman seconded

6. North Cove
Wait List update

Motion - Dick Goduti moved to add William Fredrickson to the wait list, Les Bowman seconded

Motion – Ray Collins moved to approve Mr. Demers mooring his trawler on his mooring for this season, Les Bowman seconded
4-0-0 motion approved unanimously
Motion – Les Bowman moved to grant the request for an exemption to Rule 11, David Cole seconded;
4-0-0 motion approved unanimously
Scott Mitchell asked Mr. Demers to keep him informed about the boat in relation to the other boats around him because he will now be a power boat in a sail boat field.

7. Ferry Road
Wait List- no changes
Repairs-
Motion- Dick Goduti moved that all discussions of the STEAP grant happen with the complete Harbor Management Commission, no second.
Dick Goduti read from the STEAP grant which he claims authorship of and believed was the signed grant. It was d a letter dated October 2, 2006 informing the Town that they had been awarded the grant. It is attached.
A copy of the actual signed grant will be distributed to all members of the Commission.
Ray Collins suggests a joint meeting of the Commission and the Selectmen and to include Larry Bonin and Michael Cronin. Ms. Manning will discuss this with the Selectmen. Mr. Collins thought it might be best to await the structural engineers report.
Motion – Dick Goduti moved to set up a joint meeting with the Board of Selectmen, Larry Bonin and Michael Cronin; Dave Cole seconded;

9. Dock Master Report
Scott Mitchell reported:
La Riverie’s boat broke free and ended up against near the North Cove Road launch area. The problem was chafed line. There was no damage to the vessel or the bulkhead.
Bjorkman’s mooring is in he needs to be billed an extra charge.
Dwight Merriam’s mooring dragged in the storm last week. Scott Mitchell and Les Bowman will move the mooring back into its proper location.
Mr. Barret hit the pennant line from the guest mooring. Scott helped him untangle the line from his engine. There was no damage to the town guest mooring tackle
Mr. Breault was hitting bottom, Scott Mitchell moved his mooring.
Island Cove put two moorings in the wrong place and Scott received a letter from an attorney, He called Island Cove and they will correct the location. The clerk notes that the Commission does not have any of the signed permits or checks for the permits. She will contact Island Cove
There is a mooring in the middle of the Oyster River. Scott will pull it assuming someone will contact him looking for it.
Olsen Sanitation is having a problem finding a location for the portalet because of the millings pile. The dumpster can go up against the chain link fence and maybe the portalet can go nearby. Scott will contact them.

Discussion - the future of North Cove; a plan for the future take it off the agenda
12. Old Business
Proposed regulations North Cove – the Commission did not receive the proposed language from George Wall and the Commission was waiting for that language
Motion - David Cole moved to table the discussion until next meeting, hoping to have the language by then, Les Bowman seconded

The clerk reminded the Commission that the mooring permits which have the
policies posted on the back are printed in September so it would be helpful to have the new regulations by then.
