December 8, 2010 Workshop
1. Call to Order
Chairman Ray Collins called the Workshop to order at 7:00 p.m.
Present:
Ray Collins
Dick Goduti
Les Bowman
George Wall
Ruth Hockert, Clerk
2. Workshop – dock master job description
Les Bowman started the workshop by saying he reviewed the previous job descriptions, the Harbor Management Plan and the Connecticut General Statutes to try and simply create an updated job description. He said it was not going to be easy. He understands that the Deputy Harbor Master position was developed because of the need for additional statutory authority during the time of an inactive Harbor Master. He also searched for other enforcement authority. The Plan says the police department has enforcement authority for the Plan.
Dick Goduti stated that he did not believe there would be a lot of enthusiasm from the police department to enforce the Plan.
Les Bowman proposed that the Commission should be seeking a Harbor Master and a Dock Master.
Dick Goduti explained that when the state gave the statutory authority to the Harbor Master rather than a Harbor Commission it makes it more difficult for the Commission to manage a harbor.
The Commission members present anticipate making a decision regarding the positions by their next meeting.
Common questions for all candidates:
List experiences that qualify them for the position;
What role do they expect in the position;
What do they know about the Harbor Management Plan.
Motion – Les Bowman moved to go into Executive Session to discuss personnel and interview candidates and that the clerk be asked to be available, George Wall seconded
4-0-0 motion approved
3. Job interviews 7:30 p.m., 8:00 p.m. and 8:30 p.m.
Dick Goduti called for an end to the Executive Session at 9:15 p.m.
4. Adjournment
Motion – Les Bowman moved to adjourn at 9:20 p.m.
Respectfully submitted,
Ruth Hockert
