        Minutes April 5, 2010 Special Meeting

1.      Call to Order

        Chairman Ray Collins called the Special Meeting of the Old Saybrook Harbor Management Commission        to order at 7:10 p.m.

3.      Sheffield Street parking
Ray Collins feels the proposal submitted by Larry Bonin addresses several problems, one neighbor who has cars turning in her driveway, one neighbor who has people driving into her fence, the boaters who complain about parking, the safety issue identified by the Chief of Police and  the safety issues identified by Larry Bonin.

Ray Collins read the Selectman's Memo into the minutes which asks that there be a one hour parking limit and no overnight parking.  Ray Collins has no problem with the no parking over night. He is concerned about the one hour limit on parking.

Dick Goduti stated that the Police Commission believes the street as it is unsafe. Larry Bonin came in with a revised plan. He took off one of the drop off- zones. He has increased the number of parking spaces to nine. The sidewalk is moved in to widen the street a little. Larry can do this within his regular budget. The property was surveyed.

Ray Collins thinks the plan is wonderful, inventive and creative.

Dick Goduti suggested putting sign up at Saltus Drive, no boat trailers past this point. Les Bowman and Larry Bonin talked about mooring holders who have to drop off and pick up dinghies and mooring tackle each year. Many of them use trailers.

Dick Goduti would still like to pick up another couple of parking spaces.

There is one handicap space currently and Larry will talk to Don Lucas about the required number of spaces.

Les Bowman believes the Police Commission and perhaps the Planning Commission need to share ownership of this proposal.  He asked how do we bring the project forward? He believes that joint ownership would be better; it would show the support of those entities to the property abutters.
Property abutters and mooring holders will need to be informed of the public hearing. A packet would include a letter describing the project and the date and time of the hearing with a copy of the proposal.

       Three items to focus on in letter:
        Police concerned about safety
        Neighbors concerned about their property
        Boaters using the access

        Les Bowman will draft letter and research with the town planner. The clerk will check for availability  of space for the hearing.  The Commission will try and have the public meeting on the 19th.
        A copy of the full size plan will be posted at the town clerk's office

        Motion - Les Bowman moved to accept the Sheffield Street proposal and to move
        forward with its implementation, Pete Fredrickson seconded
        4-0-0 motion carried unanimously

4.      Adjournment

        Motion- Dick Goduti moved to adjourn at 7:40 p.m.
