REGULAR MEETING - February 8, 2010
1. Call to Order
Chairman Ray Collins called the regularly meeting of the Old Saybrook Harbor
Management Commission to order at 7:00 a.m.

3. Citizens with business before Commission- none
4. Minutes of previous meetings: Regular Meeting January, 2010 and Special Meeting
Motion - Dick Goduti moved to approve the regular meeting minutes as
submitted, George Wall seconded
5-0-0 motion approved
Motion - Dick Goduti moved to approve the special meeting minutes as
submitted, Les Bowman seconded
5-0-0 motion approved
5. North Cove
Fred Volker request for an exemption to Rule 11, due to cruising in July and August- letter received
Motion - Les Bowman moved to approve Fred Volker's request for an
exemption from Rule 11, George Wall seconded
5-0-0 motion approved
Dick Goduti reports that there has been activity since the special meeting regarding Sheffield Street. He has put in a call to Larry Bonan for an update but has not heard back from him.
6. Ferry Road Dock
STEAP GRANT update - Michael Cronin confirmed that a five year renewal was
signed in the fall. Michael Cronin is following up with the DEP. The commission
is still waiting for a letter stating that DEP is in receipt of all necessary materials.
7. Harbor Master Report - none
8. Dock Master Report- none
9. Correspondence
December 2009 letter from Heather Mitchell was forwarded to the Harbor
Commission; she was asking about the fee increase received a response
from the Selectman's Office.
1/13/2010 - Michel Beebe dock application approval
Received in January - Copy of dock application for the Borough of Fenwick for
our information only
10. New Business
Budget 2010-2011 - The Commission received notice of the budget request after
its January meeting and after the cut-off date. The budget was submitted the
same as last year.
11. Old Business
Channelside proposal -at the request of the applicant this will be tabled until next month
Harbor Management Plan Update - discussion of scheduled of meeting with
DEP 2/9/2010 at 1:00 p.m. in Hartford
Proposed Ordinances and Regulations:
Mooring Tackle and Outhaul Specifications - There was discussion about the
mooring specifications. Dick Goduti's position is that the mooring tackle and
outhaul specifications are the authority of the Harbor Master and that the
Commission should get out of the mooring business in the dredged area of
North Cove. Ray Collins asked that the Commission wait to continue this
discussion until after the DEP meeting. He believes a lot of the
Commission's questions will be answered at that time.

George Wall seconded

Motion - Les Bowman moved to come out of executive session at 9:00,
Dick Goduti seconded

12. Approval of bills
