        Harbor Management Commission
        MINUTES DECEMBER 10, 2007 Meeting

1.      Call to Order

        Chairman Ray Collins called the regularly scheduled meeting of the Old Saybrook Harbor Commission to order at 7:30p.m.

2.      Roll Call

Pete Fredrickson arrived at 7:50 p.m.

3.      Citizens with business before Commission - none

4.      Minutes of previous meeting, November 19, 2007

Motion Dick Goduti moved to approve the minutes of the November 19, 2007 meeting as amended, Ross Byrne seconded;
Change "read into the minutes" to "read to the Commission".
Change "$ 9,500" to "$8,000 to stay under the caveat".
4-0-0 motion approved

Motion Dick Goduti asked to add the minutes of September 9th, 2007 to the agenda, George Wall seconded
3-0-1 Motion approved Ross Byrne abstained

        Motion Dick moved to approve the minutes with the correction that the agenda was not the correct wording of the agenda; the agenda should have not have said "for public hearing"
        2-0-2 Motion approved, George Wall and Ross Byrne abstained

5.      Approval of bills

Motion- Ross Byrne moved to approve Pete Fredrickson seconded;
4-0-0 motion approved

6.      Dock Standards and proposed Plan changes
        Proposed Chapter Eight

        Motion George wall moved to leave in 3rd paragraph page 2, George withdrew his motion.

        The Commission completed its review of Chapter Eight. Some minor changes will be made and the document will be given to the Chairman for delivery to DEP.
           
7.      Ferry Road Dock- nothing new
           Ray Collins was going to speak with the First Selectman about the STEAP grant.

8.         North Cove-
        Dick Goduti feels North Cove is the jewel of the town and the Commission needs to be more involved. Ray Collins feels letters should be sent to the legislature. He wonders if the town should be pursuing other funding ideas. The Army Corp may be    interested in sharing the costs.

        A letter written by an individual carries more weight than form letters. Send the address of the legislators to the mooring field. Suggestions; talk with Les Bowman, the Chairman talk with Army Corp and find out our position. Schedule a meeting if         
        necessary. Mr. Connolly has offered to go along if public support is necessary.
9.      Harbor Master Report- no report

10.     Dock Master Report
        Clothesline project update- A quote from Associated Dock Builders for the clothesline marina was discussed. To do it the way it was proposed was $ 24,500. They also broke the quote into three sections. The Commission is keeping in mind that there  is a Ferry Dock area needing repair. Dick Goduti proposed asking the Selectman to let us waive section Town Ordinance 5-3 B so the commission can hire Strict Hyde. Ray Collins will talk to the Selectman.

12.     New Business
        Meeting Schedule 2008 Ray Collins will check with the Secretary of the State.

        COP - Application by Summerwood to repair bridge - the condominium association would like to leave current concrete piling fix the problem. Perhaps in the future change it from a lift bridge to a fixed bridge. They are proposing to make at grade   
        walkway to a slope walkway to eliminate stairs. Notice of the project has been sent to adjoining property owners. Coast Guard has to sign off on change from swing bridge to fixed bridge.
        Proposing 4 foot wide walkway

        Motion - Ross moved to send a letter to DEP saying the Commission has no objection to the Summerwood project, Pete Fredrickson seconded
       3-1- 0 Motion approved, Dick Goduti opposed

13.     Old Business-

        COP - Application by William Pite- Ray Collins spoke with Sue Bailey who had some concern that the letter the commission sent was very vague.  Sue Bailey said DEP was going to reject the application without the Commission response. She said that   the DEP will also be rejecting the dock application on Ayers Point Road by Mr. Boujoukos because of wetland issues.  Mr. Cotter feels that Docko is sensitive to the wetland issues. The walkway is to be elevated one foot above the marsh for every   foot of width. The decking is very open allowing sunlight and vegetation to get through it. Engineers feel that 2 foot wide walkways are not wide enough for safe travel.

        Dick Goduti suggested that Mr. Cotter ask DEP for a copy of the proposed dock regulations that the Old Saybrook Harbor Commission is working on.
