        MINUTES AUGUST 13, 2007


CALL TO ORDER
Chairman Ray Collins called the regularly scheduled meeting of the Old Saybrook Harbor Commission to order at 7:38 p.m.

CITIZENS WITH BUSINESS BEFORE THE COMMISSION
William Schaller 7 Bayside Avenue Old Saybrook, CT 06475
Mr. Schaller had questions regarding moorings, completing the permit and concerns about the silting in at the mouth of the Oyster River. He asked whether the U.S. Army Corp would ever dredge that area and the Commission felt that it would not be a high priority for the Corp. It was explained to Mr. Schaller that Indian Town sought their own permits and funded whatever dredging they did.

MINUTES JULY 9, 2007

Motion - Dick Goduti moved to approve the minutes of the regularly scheduled July 9, 2007 meeting, Ray Collins seconded
3-0-0 Motion approved unanimously

PAYMENT OF INVOICES

Motion - Pete Fredrickson moved to pay the submitted bills, Dick Goduti seconded

FERRY DOCK
Jim Mitchell gave an update regarding his site inspection of the slips at Ferry Dock. Slip holders will be asked to return to their assigned slips.
Elmer Rutty will be allowed to place his grandson’s boat in his slip for this year only due to his medical issues. The Commission will receive a copy of the registration for their records and a letter from Mr. Rutty explaining the circumstances.

NORTH COVE
50% exception requests - Heller, Russian, and Whitcomb
Gina Stillman joined the meeting in the middle of the discussion.

Motion - Pete Fredrickson moved to grant the extensions to Mr. Heller, Mr. Russian and Mr. Whitcomb, Ray Collins seconded
3-0-1 Motion approved Gina Stillman abstained

It was noted that the Deputy Harbor Master has now performed 8 out of 14 mooring checks for the 2007 season. Anyone who has not yet notified the Commission, and who has not been on their mooring will not make the 50% requirement.

Ray Collins will contact Les Bowman and talk about getting a monthly update on the status of the North Cove dredging project.

HARBOR MASTER
Earl Endrich receives a number of calls for moorings spaces for transients.

Earl Endrich met DEP with respect to outlining the beach area at Saybrook Manor because of concerns for the swimmers by the beach association. There is a problem with boats coming close to the swimmers at the beach. Earl will meet with them again.

DOCK MASTER REPORT
Jim Mitchell has found a number of boats left on moorings in North Cove for longer than 72 hours. There was discussion about how to handle the situation. It was left to Jim to use his judgment on how to handle the situation when it arises. Chaining the boat to the mooring was one suggestion. It was consensus that individuals who exceed the 72 hours are trespassing and ignoring the rules of the harbor and need to understand that.

Stickers should go on rear windows next year.

First Selectman Michael Pace feels the U.S. Army Corp should be notified about the condition of the breakwaters. Mr. Goduti stated that he believed the Army Corp does their own annual inspections.

The Town crew has not yet completed the clothesline area. There is debris starting to accumulate since the clean up. There are also a number of pulled metal poles on the ground. Jim Mitchell will contact someone to get rid of them.

Jim Mitchell has asked the Town crew to fill in the end of the ramp at North Cove on a number of occasions and it has not yet been done.

Jim Mitchell did a site visit at Saybrook Manor. There are many bad moorings, unclaimed moorings, broken off poles, many of which are dangerous to the swimmers and other boats. Almost all mushrooms are standing straight up. Jim would like to see specifications for small boats. (Dick Goduti will research standards) (Pete suggested Jim come in with standards for the next meeting) Jim would like to see the channel at Oyster River marked NO WAKE. Earl will ask DEP about possible signage at his next meeting with them about that same area.

Motion – Gina Stillman moved to nominate Earl Endrich as Harbor Master and the Commission will name Ray Collins and Pete Fredrickson as other possibilities, Dick Goduti seconded,
4-0-0 Motion approved unanimously

NEW BUSINESS

OLD BUSINESS
The Commission reviewed again the application by Between the Bridges. The Commission is still opposed, but taking no action.

Review proposed Dock Standards and proposed Plan changes. The Commission is waiting to hear from DEP.

ADJOURNMENT

Motion - Gina Stillman moved to adjourn at 9:30.
