REGULAR MEETING - Monday, July 9, 2007

Call to Order
Chairman Ray Collins called the regular meeting of the Old Saybrook Harbor Management Commission to order at 7:35 p.m.

Mr. Lewandowski had a question about his position on the clothesline and the clerk will answer him. We are moving 5 people off the wait list this year.
Mr. Lewandowski asked if the Commission was responsible for the no wake buoys in the river. It was explained that they are DEP’ responsibility.
Cameron Bourne asked where his position was to be for his outhaul. He was assigned an outhaul this year.

MOTION- DICK GODUTI MOVED TO APPROVED THE MINUTES OF THE JUNE 11, 2007 MEETING AS AMENDED; ROSS BYRNE SECONDED
ADD TO THE NORTH COVE SECTION THE FACT THAT “PETE FREDRICKSON ASKED ABOUT THE STATUS OF THE SMALL CLAIMS MATTER WITH SAL MANNUCHIA. THE CLERK RESPONDED THAT SHE HAD SPOKEN WITH TOWN COUNSEL, MICHAEL CRONIN AND HE WAS UNWILLING TO HANDLE THE SMALL CLAIMS MATTER.”
3-0-1 MOTION APPROVED, GINA STILLMAN ABSTAINED
MOTION - DICK GODUTI MOVED TO APPROVE THE MINUTES OF JUNE 18, 2007 AS AMENDED ; GINA STILLMAN SECONDED;
DICK GODUTI ASKS THAT “SCRIVENOR ERROR” BE CHANGED TO “DICK GODUTI ERRED IN THE ASSIGNMENT OF THE TITLE.” CORRECT DICK COLLINS TO DICK GODUTI. ADD THAT DICK GODUTI LEFT THE MEETING AT APPROXIMATELY 7:15.

Ray Collins received a call from Mrs. Tiejen saying that she was unhappy with the work that was done at the clotheline.

Harbor Master Report
The Outer Light is for sale by the Coast Guard.
Dock Master Report
Clothesline report – Doug Eldridge is in the process of making the stairs and railings. Scott Mitchell is going to try and pull the broken poles in the water. Larry Bonin will install fencing along the street and then he will put stone along the edge for parking. The Town is responsible for installing a fence for safety. Jim Mitchell spoke to Larry Bonin about putting boulders at the parking area at the North Cove launch area.
Larry Bonin will look at the launch ramp on North Cove Road.
Mr. Pendleton is not able to build the ramp this season, willing to do it during the winter. Kevin Detoro will build the ramp at Ferry Dock.
The broken plank was repaired today.
Jim Mitchell spoke to Scott Clark about parking so that the dock is accessible for emergencies, etc.
Earl Endrich and Jim Mitchell spoke about posting a speed limit sign at the mouth of the Oyster River. They were not sure whether to post a No Wake or a Speed Limit sign. There is a boat anchored in the middle of channel. The Harbor Master will ask him the owner to move the mooring out of the channel
10. Correspondence
June 13, 2007 letter from the Governor’s Office regarding the appointment of a Harbor Master. List must be three names.
Earl Endrich would like to continue as Harbor Master.

Island Cove Marina received 24 mooring permits to complete
Review final version Dock Standards- Dick Goduti stated that the document that the Commission worked off at the special meeting was not a DEP document and that the effort was basically wasted.
