Minutes – December 11, 2006

1. Call to Order
Chairman Ray Collins called the regularly scheduled meeting of the Harbor Management Commission to order at 7:30 p.m.

3. Citizens with Business
Michael Bjorkman asked questions about the clothesline outhauls for example whether the outhauls would be available for use in the spring. He also asked if there was an update on the dredging of South Cove.
George Wall asked about getting a mooring permit in the Connecticut River north of the Baldwin Bridge. Mr. Wall has been added to the mooring permit list.
4. Minutes of Previous Meetings
MOTION- PETE FREDRICKSON MOVED TO APPROVE THE SEPTEMBER 11, 2006 MINUTES WITH CORRECTED DATE, ROSS BYRNE SECONDED;
4-0-0 MOTION APPROVED UNANIMOUSLY
MOTION- PETE FREDRICKSON MOVED TO APPROVE THE MINUTES OF OCTOBER 16,2006, ROSS BYRNE SECONDED; CORRECTION ALL VOTES IN ALL MOTIONS IN THE NORTH COVE MOORING SECTION WILL BE ADJUSTED TO REFLECT THAT MR. GODUTI DID NOT VOTE.

5. Harbor Management Plan
Update- Lower Connecticut River Harbor Management Working Group – no report
6. North Cove
Dredge update- none, Dick Goduti asked the Chairman to try and get an update
Mooring updates- there will be 6 openings in North Cove and the clerk will move people off the wait list
7. Ferry Road Dock update
Ray Collins reported that the Board of Finance met with Bob Fish, and Mike Cronin and it was agreed the HMC can spend their own money and the Town will reimburse those funds and then the state will reimburse the town.

9. Dock Master Report- none
Clothesline marina update
Dick Goduti reminds the Commission it takes 90 days to get a COP, and that they need to get someone up to Hartford very soon, to set a preliminary meeting with DEP. Jim Mitchell and Dick Goduti will talk to DEP before the next meeting.
Two dinghies were left on the rack at Sheffield Street. Jim Mitchell will arrange to have the remaining boats removed to the town garage. This year all mooring holders and permit holders will be notified about putting names on sterns of their dinghies and will be reminded of the ordinance regarding the size and storage of dinghies.
10. Correspondence
The Muynh, 1033 Boston Post Road (Oyster River) dock application was reviewed.
MOTION- ROSS BYRNE MOVED THAT A LETTER BE SENT DEP CONCERNING THE LACK OF INFORMATION REGARDING WATER DEPTHS ON THE OPPOSITE SIDE OF THE CHANNEL TO ENABLE THE COMMISSION TO DETERMINE THE MEAN LOW WATER ON OPPOSITE SIDE, TO ASSURE THAT THE BOAT WHEN ON THE DOCK IS NOT IN THE CHANNEL, PETE FREDRICKSON SECONDED
4-0-0 MOTION APPROVED UNANIMOUSLY
October 10, 2006 letter from Sound School coordinator Timothy Visel offering a mud cat hydraulic dredge slideshow. (This will be passed onto the First Selectman).
11. New Business
MOTION- PETE FREDRICKSON MOVED TO AUTHORIZE JIM MITCHELL TO GO FORWARD WITH A NEW SIGN FOR NORTH COVE, ROSS BYRNE SECONDED,
4-0-0 MOTION APPROVED UNANIMOUSLY
12. Old Business
There is a boat at Ferry Dock that does not belong there. Jim Mitchell will contact the police department with respect to the boat being moved off the dock.
Proposed ordinances – Dick Goduti distributed the definition of a houseboat as provided by town counsel Michael Cronin.
MOTION – ROSS BYRNE MOVED TO MAKE THE STAY IN NORTH COVE 72 HOURS, DICK GODUTI SECONDED
4-0-0 MOTION APPROVED.
The balance of the discussion of the proposed ordinances will be added to the next agenda. The next meeting is scheduled for January 8, 2006.
November 30, 2006 letter from David Blatt re: dock standards
The discussion of the dock standards will be placed on the January agenda.
Mr. Goduti clarified that he got the information about boats from a DEP disk, not using the police computer system.
13. Pay Bills
MOTION- DICK GODUTI MOVED TO PAY THE SUBMITTED BILLS PETE FREDRICKSON SECONDED; 4-0-0 MOTION APPROVED UNANIMOUSLY.
