Minutes, Meeting of November 13, 2006

Call to Order
Chairman Ray Collins called the regular meeting the Old Saybrook Harbor Management Commission to order at 7:01.
Mr. DiNoia, South Cove Committee – The committee has filed their final report to the Selectmen and are awaiting a response. The Committee reviewed existing old reports on the area. Some of the recommendation is to establish what the real facts are today, i.e. hydrologic survey; study of the effects of dredging the whole cove and extending the study by University of Connecticut to study water velocity, etc. in the cove. Coastal and Hydraulic Laboratories of the US AC do studies of flow patterns, shoaling, etc. The Town should contact them for their suggestions.
The Town selectmen need to respond before other agencies can become involved.
The Committee also looked at putting a mooring field on the eastern side of the causeway. The Committee investigated dredging through the Army Corp or the possibility of purchasing their own dredge.
New style dredges can be moved on flatbeds, so it could be placed on the causeway. A cutter section dredge has a 350 horsepower engine and can dredge 320 cubic yards an hour and can stretch a discharge pipe to 4,200 feet for disposal of dredge materials

no disposal costs are figured into these figures
The Committee did not investigate if any licenses are required
The dredge could be used for beach restoration and there are outside communities looking for dredging services. Old Lyme Harbor Management Commission Chairman called and said they were interested in participating.
The Chairman attended this evening’s meeting.
The issue of disposal of the materials: one consumer has a DEP permit to buy fill from the Boston big dig, the Committee offered to give him the fill if he would truck it away.
There are 76 acres of fragmites in the cove; 50 acres belong to the state. The state is currently trying to get rid of fragmites. The Committee feels the state would be willing to discuss the project at South Cove.

Geo-tubes, polypropylene tubes that come in any size the customer wants.
The dredge material is pumped into the tubes and the dredge material is de-watered.
Typical de-watering process is 2 years. If the polymer is added it shortens it to 2 weeks.
The one firm in Hartford that is interested would move it by barge.
Would a workboat be needed? Yes a small vessel.

Charley Snow came to explain why his boat was not on his mooring for the 2006 season. Pete Fredrickson started a discussion regarding Mr. Snow’s mooring. Dick Goduti feels the Commission has the authority to make the rules but does not have the power to indiscriminately enforce the rule. The Commission took no action; the action taken at the last meeting will stand.

Sal Mannucchia- the Commission has had no response from Mr. Mannucchia and the Commission feels that he owes the $ 25.00 for each of the 7 moorings he set without permits.

7. Ferry Road Dock
STEAP grant development plan- The Commission has all the permits required to do the dock repair and bulkhead repair they have planned. If the dock season is going to begin in April, the Commission should allow two months for the contractor to get the materials together and a minimum of one month to perform the work. Dick Goduti proposes a performance RFP (request for proposal) be sent out to encompass the work outlined in the permits. The Commission would tell the contractors what they would like done and the contractors would submit their proposals. The financing needs to be gotten in place in the next couple of weeks
(The STEAP grant is a reimbursement grant). Dick also proposes the Commission speak with the Board of Finance as quickly as possible. The clerk will call and request placement on their agenda. Dick proposes asking Bill Peace for assistance in writing the performance bids. Dick feels that dredging could be done in a year or two, but testing would need to be done. Dick would like to do some probing along the wharf wall to ascertain what is there.
Commission needs to hire someone to do biological testing. Dick Goduti will get names and some prices for sample testing.

The Commission agreed that a letter should be sent to clothesline marina users reminding them to remove their tackle and boats, so the town can begin its repair.
Jim Mitchell will need a COP for the proposed work at the clothesline area. Nine (9) foot spacing seems appropriate.
10. Correspondence
9/21/06 copy of Docko letter to DEP re: Breault dock was read into the minutes. The Commission believes that a neighbor should not be able to waive riparian rights because they may not always own the house.
11/6/06 copy of letter from Army Corp re: Island Cove Dock was received.
11. Old Business
David Blatt is developing a response to the draft dock plan.
Greg Chiara is going to provide to Ray Collins the number of commercial mooring permits issued.
Dick made the changes to the proposed ordinances that Mike Cronin proposed; these will be added to next month’s agenda.
