Minutes - Regular Meeting – Monday, April 10, 2006 |
Call to Order – Chairman Ray Collins called the regularly scheduled meeting to order at 7:30 p.m.

Citizens with business before the Commission
Art Jackman had asking questions about having a mooring in the flats. Jim Mitchell explained that the flats basically can only sustain boats with draft of 1.5 feet. There are also moorings available out in the river.

Change the minutes to reflect that there are four areas in town that need parking by permit only.

Harbor Management Plan
Update Lower Connecticut River Harbor Management Working Group activities – no update
Oyster River Dock Study –report from Dick Goduti re Land Use Office response – remove this item from agenda it has blended with proposed dock standards
Proposed Dock Standard – informal meeting with DEP report – Peter Fredrickson, Gina Stillman, Dick Goduti, Ross Byrne, David Blatt, Christine Nelson, Cheryl Tate, Peter Francis and Torrance Downs had an informal meeting with respect to dock standards. Some members of the HMC came with letters about the proposed standards. DEP encouraged us to move in the direction we have started in. The next HMC meeting agenda will add the DEP follow-up to the agenda to continue moving forward.
North Cove
Clothesline cleanup day has not been set, but we need to pick a lowtide. It would be a courtesy to send a letter to the North Cove Historic District to let them know the HMC is going to clean-up the area, but may need to leave a dumpster there for a week. It would be a great opportunity to remind neighbors that they are not to dump grass clippings and leaves. Dick asked that Jim Mitchell begin drafting a plan so we can apply for a permit for improvements to the clothesline area next year.
The clerk asked for clarification about parking. The Commission acknowledges that they cannot issue a parking sticker to a non-resident, so outhaul owners should be residents. The Commission also did decide that only last year’s outhaul individuals would be allowed in this year first. Then those on the waiting list would be issued permits.
Ferry Dock Road
Update Ferry Road project- The second COP application will be signed off by selectman and mailed Friday, April 14.
STEAP grant no response yet
The clerk asked about a slip holder whose name did not appear on the registration. The Commission asked the clerk to contact Mr. Messeck and explain that he is the slip holder, not his son. The clerk will call first and then write a letter.
Harbor Master – Earl Endrich reports that he is watching the river.
Dock Master
Jim was out today setting the perimeter stakes of the mooring area and is preparing for mooring inspections and the placement of the moorings.
Correspondence
Two notices of withdrawal of the FOI complaints filed by Mr. Goduti: one against the Commission and on against the Chairman, Mr. Fredrickson were received by the Commission this week.
New Business
No new dock applications.
Old Business
Pumpout boat report by Ray Collins. He brought two letters from the Essex Harbor Management Commission to the Town of Old Saybrook. The Town of Essex have provided proof of insurance, budget information, hiring procedures and the other items requested by Michael Pace. Ray Collins understands that the other commissions are ready to tell Old Saybrook that it is too late for this year for their involvement. Ray Collins will be meeting with Mike Pace on Tuesday with respect to the pumpout boat. He has heard from the mooring holders in North Cove who are concerned about other boaters who do not leave the moorings and do not pump out their boats. Ray Collins feels very strongly about the pumpout boat. He worked for eight years while in the Assembly to develop the program. He
understands the financing and the potential liability could be as much as $ 2000 but he know the Harbor Management Commission could cover that fee from their budget.
Town web page update Ray and Gina will address this issue with the selectman.
Harbor Management Commission budget – its status will be addressed with the selectman.
Old Saybrook Marine Ordinances – workshop continues
What is a commercial fisherman – defined as an individual who possesses a current CT commercial license; we can make a tax certificate an exemption in another section of the ordinances.
Add to the ordinance create a three tier fee structure (reflect on page 15 and insert at 12.01 a 1.)
Three tier pricing goes into effect next year but the fee will not be altered until the following year.
Motion - Dick Goduti moved that within three weeks the clerk will distribute a corrected, paper copy to the members for them to make comments at the following meeting; Gina Stillman seconded;
5-0-0 approved unanimously
