Historic District Commission Minutes 10/17/2014
MINUTES
REGULAR MEETING
Thursday, October 16, 2014 at 7:00 p.m.

I.      CALL TO ORDER
        Vice Chair Diane Aldi DePaola called the meeting to order at 7:00 p.m.

Members Present: Diane Aldi DePaola, Mary Kennedy, Richard Peters, William Childress,  Jeff Meotti
        Members Absent:  Eugene Creighton, Donald Brigham

         2 Members of the public were present.

II.     REGULAR BUSINESS

MOTION: To move up Historic Structures Inventory on the Agenda MADE: R. Peters; SECONDED: M. Kennedy; IN FAVOR: D. Aldi DePaola, M. Kennedy, R. Peters, W. Childress, J. Meotti; OPPOSED: None; ABSTAINED: None; APPROVED: 6-0-0.
  • Historic Structures Inventory
Mr. Tedd Levy of the Old Saybrook Historical Society, reported that David Taylor and Mary Anne Reeves, representing Taylor & Taylor Associates who were selected to complete the Historic Resource Inventory have made two multi-day site visits to Old Saybrook since the project began in September.  The research is ongoing and the consultants have begun the process of formulating the survey forms for each individual property.  
Mr. Levy reported that the consultants have encountered no problems and that they are appreciative of the support from the Historical Society.  Although the deadline for completion of the survey is April 30, 2015, Mr. Levy stated that it is anticipated that completion of the study is forthcoming and upon completion, Mr. Taylor and Ms. Reeves will present a preliminary report to the Board for their comment and critique at the regularly scheduled November 20, 2014 meeting.

B.      Minutes
The Commission reviewed the August 21, 2014 meeting Minutes and motioned approve with two corrections.

MOTION: To approve the minutes of August 21, 2014 with the following corrections: Under Historic Structures Inventory: “230 historic properties”; Under Physical Improvements-Roadside and Planting Plan, the last sentence to read “The Commission agreed to move forward with scheduling a public session for neighbors and interested parties as early as possible in September with proper notices”; MADE: R. Peters; SECONDED: M. Kennedy; IN FAVOR: D. Aldi DePaola, M. Kennedy, R. Peters; OPPOSED: None; ABSTAINED: B. Childress, J. Meotti; APPROVED: 3-0-2.

  •        Correspondence
A letter of resignation dated September 22, 2014 from the Old Saybrook Historic District Chair, Randi Bradbury.
D. Aldi DePaola distributed the 2015 scheduled meeting dates.

MOTION: To approve the 2015 meeting schedule; MADE: M. Kennedy; SECONDED: R. Peters; IN FAVOR: D. Aldi DePaola, M. Kennedy, R. Peters, W. Childress, J. Meotti; OPPOSED: None; ABSTAINED: None; APPROVED: 5-0-0.
C. Nelson stated that there is a requirement in the Historic District Commission bylaws for an annual meeting which is conducted on the third Thursday in December.  Members agreed to modify the bylaws to change the date of the annual meeting.
The Commission directed staff to prepare a motion for an upcoming meeting that addresses the change in the bylaws as related to the annual meeting.
   
D.      Committee, Representative and Staff Reports
None.

III.    OLD BUSINESS
A.     Awareness-building Initiative – District Identification Signs

The Commission reported on the status of the District Identification signs.  Two of the signs have been installed identifying the boundaries of the North Cove Historic District.  

B.     Physical Improvements – Roadside & Hillside Planting Plan
        125 North Cove Road (Map 32/Lot 3)

At the August 21, 2014 meeting the Commission moved to schedule a public session, however the session did not occur because the Harbor Commission did not take action on the plan. This evening, the Historic District Commission directed member J. Meotti and member R. Peters to obtain an update from former member R. Bradbury and report back at the next meeting.
MOTION: To continue discussion of the Roadside and Hillside Planting Plan to the next regularly scheduled HDC meeting on Thursday, November 20, 2014; MADE: R. Peters; SECONDED: M. Kennedy; IN FAVOR: D. Aldi DePaola, M. Kennedy, R. Peters, W. Childress, J. Meotti; OPPOSED: None; ABSTAINED: None; APPROVED: 5-0-0

C.      Proposed sections of the Town Plan of Conservation & Development
        “Scenic Roads:  A Corridor Management Plan for Local and State Scenic Roads in Old    Saybrook” and “Mariner’s Way:  A Vision to Improve the Route 1 East Corridor      between Saybrook Junction town center and Ferry Point marina district”

C. Nelson distributed a worksheet of projects that have been approved by the Old Saybrook Planning Commission.  The projects include Scenic Roads, Mariner Way as well as other Town projects that the Planning Commission has recommended to be in keeping with the Plan of Conservation and Development.  The Planning Commission has requested that the Boards and Commissions sign up for an area of interest.

MOTION: To continue discussion of Proposed sections of the Town Plan of Conservation & Development, “Scenic Roads: to the next regularly scheduled HDC meeting on Thursday, November 20, 2014; MADE: M. Kennedy; SECONDED: J. Meotti; IN FAVOR: D. Aldi DePaola, M. Kennedy, R. Peters, W. Childress, J. Meotti; OPPOSED: None; ABSTAINED: None; APPROVED: 5-0-0

Ms. DePaolo commented on the installation of a new steel-backed timber guardrail on North Cove Road for which a certificate of appropriateness has not been issued.  

The Commission directed staff to inform the Public Work’s Department through the Selectman’s Office that they need to be compliant with the regulations.

IV.     ADJOURNMENT
