Historic District Commission Minutes 04/17/2014

REGULAR MEETING
Thursday, April 17, 2014 at 7:00 p.m.

I.      CALL TO ORDER
The Secretary called the meeting to order at 7:00 p.m. and assumed leadership of the meeting in the absence of the Chairman and Vice Chairman.

II.     ROLL CALL
Present: Meotti, Kennedy, Peters, Creighton
Absent: Bradbury, DePaola, Brigham
Staff: Nelson
The Secretary seated Mr. Creighton to act in the absence of Mrs. DePaola.

III.    REGULAR BUSINESS
        A.      Minutes
MOTION to amend III.A. of the minutes of March 20, 2014 to indicate that Ms. Nelson (not Mr. Creighton) met with the First Selectman regarding signs, and to approve as amended; MADE by Kennedy; SECONDED by Peters; NO DISCUSSION; APPROVED by Meotti, Creighton, Kennedy, Peters; 4-0-0.

B.      Correspondence
The Commission received a petition to re-open the issue raised in 2011 regarding the “playscape”. The Town Planner distributed a memorandum issued by the Commission’s legal counsel from 2011.
MOTION to hold a public hearing to address the matter of playscapes at the regular meeting of May 15, 2014; MADE by Kennedy; SECONDED by Creighton; NO DISCUSSION; APPROVED by Meotti, Creighton, Kennedy, Peters; 4-0-0.

C.      Committee, Representative and Staff Reports
        None.

VI.     OLD BUSINESS

A.      Awareness-building Initiative
Mr. Creighton reported that he is pursuing permit requirements for the approved design for District signs.

B.      Physical Improvements
        Kathleen Connolly of Speaking of Landscapes presented her proposal to create a planting scheme to break up the long expanse of the North Cove Road guiderail.

Ms. Nelson stated the Land Use Department will bear the cost of the design, and the Board of Selectmen will bear the cost of installation, as presented in the proposed budget. The Town Planner will make arrangements with the Department of Public Works for stone or rocks, as needed; the Board of Selectmen will coordinate with the Police Department at least 30 days in advance of installation for any necessary direction of traffic.

MOTION to authorize $2000 plus a 15% contingency for plant materials; MADE by Kennedy; SECONDED by Creighton; NO DISCUSSION; APPROVED by Meotti, Creighton, Kennedy, Peters; 4-0-0.

C.      Survey of Historic Structures
The Town Planner stated that the State will consider the application for funds at its meeting on May 7, 2014.

V.      NEW BUSINESS
        None.

VI.     ADJOURNMENT
The Secretary adjourned the meeting at 7:20 p.m. until the next regular meeting on Thursday, May 15, 2014 at 7:00 p.m., Town Hall, 2nd Floor Conference Room, 302 Main Street.
