                The Chairperson called the meeting to order at 7:32 p.m.

IV.     OLD BUSINESS

  • Signs
  • Mr. Donald Brigham distributed a copy of a  historical sign from the town of Essex as an example of an appealing sign that the Commission could consider, the purpose of which is to announce one is entering the Historic District of Old Saybrook. It was agreed the Commission will continue to collect visuals of signs that might be used and advise on their costs.

  • Diane Aldi was to report on brochures, and Gene Creighton was to report on photos. They are working on revisions to the brochure.

  • Guiderail
  • Mr.Jeffrey Meotti reported that he had obtained pricing for vegetation and asked First Selectman Fortuna if it would be possible to “hard scape” the guardrail as this might be more visually appealing. The First Selectman suggested contacting Jeff Jacobson (town engineer) to make an assessment. Members agreed on desirability of not changing the structural integrity of the rail.  Donna Dibella, 91 North Cove Road, was present in the audience and offered that she had previously looked into this issue, and had obtained pricing for various wooden structures. Mr. Meotti said he would take a look at the information Mrs. Dibella has to share.


  • NEW BUSINESS
  • A.      Certified Local Government
  • Andrew Heckler, intern to Board of Selectman, gave a presentation about Certified Local Government (CLG).  Also in attendance was Mary Dunne, Local Government Grants Coordinator with the Connecticut Commission on Culture and Tourism. Mr. Heckler explained that the program is administered by the State Historic Preservation Office (SHPO). He explained that the benefits of obtaining the CLG designation is access to grants that can be used toward historic preservation projects, access to State resources, and participation in nominations to the national register of historic places. He also pointed out that there is no financial cost to the town, other than administration of applications or awards of grants.
  • Mr. Heckler explained the application process. The first step is to establish a CLG Commission, and that the HDC can act as the CLG Commission. A survey of all the historic buildings in the town ought to be updated; the SHPO provides a grant for this purpose. An administrative position needs to be committed for the CLG to administer the grants and perform various duties of the Commission.
  • Ms. Dunne explained various funding options available at both federal and state levels. Chairman Bradbury expressed the need for public education about the role and function of the CLG, specifically to educate public that the CLG is a separate designation and is not regulatory. First Selectman Fortuna concurred about the need for public awareness on this issue.
  • Marie MacFarland of Old Saybrook asked if the CLG would help the Historical Society to preserve a specific building. Ms. Dunne replied that this would be an acceptable task of the CLG.
  • Ms. Nelson asked about the meeting requirements. Ms. Dunne replied that 5 members and 3 alternates are needed and 1 annual report needs to be submitted; this function can be fulfilled by the existing structure of the Commission.
  • It was agreed that Ms. Dunne would be invited to return and talk to the Commission in more detail. Chairman Bradbury stated she would fully support the CLG application and certification.
