I.      CALL TO ORDER

                Chairperson, Randi Bradbury called the regular meeting to order at 7:30 p.m.

III.    PUBLIC HEARINGS

                A.      Certificate of Appropriateness as to Exterior Features for the construction of a 22’x30’ Barn and an 18’ x 38’ in-ground pool.

                        ACTION: Open Public Hearing; consider and act (NLT 09/28/12)

                Chairperson Bradbury opened the public hearing. Andre Thouin, owner, and                        Tony Brodeur, agent, were present. Donna DiBella, neighbor, was also present in                 the audience.

The application for Certificate of Appropriateness as to Exterior Features is for the construction of a carriage house on the rear of the property, using all wood materials. Rough sawn lumber is to be used on the interior and the exterior is to be painted wood. True divided-light windowpanes are proposed, along with barn doors, a possible 3' square cupola, onion-style lights, and some electrical outlets. There are no plans for inside plumbing, just an outdoor hose spigot. The owner has hired a landscape architect and seeks approval of future plans for a swimming pool, as shown on the drawings. White picket fencing will enclose the area. The concrete foundation will have a cobblestone border.

Mr. Brigham arrived at the meeting at 7:35 p.m. and was seated for Mr. Carruthers.

The public was invited to comment. Ms. DiBella, neighbor across the street from the applicant, voiced that she was in favor of the plan and approved of its appearance. Ms. Aldi DePaola thought that the carriage house was in character with the neighborhood.

        Mr. Thouin was asked if he would be parking cars in the carriage house and he said it would be strictly used for storage.

Mr. Brodeur said the pool was not going to be installed immediately, but approval was being sought now to streamline the process if the owner decided to have it installed. Bluestone would be used on the apron to match the current patio materials, but the lining material was not decided at this time. The Commission agreed that the lining was not visible from the road anyway.

There were no further comments from the public. Public hearing was closed.

IV.     OLD BUSINESS

Ms. Aldi DePaola reported that she is still working on the brochure. She also reported that boulders have been placed at the boat launch in North Cove as a possible safety measure. Plantings for the guardrails were discussed, and it was agreed that something non-invasive and low-maintenance was desired. Chairperson Bradbury suggested evergreens.

Mr. Brigman asked about the progress of the signs that would indicate the historic district. He cited an example in Essex at the Old Shipyard near the River Museum that appealed to him aesthetically. He will email a photo to Mr. Creighton, who is in charge of researching prices.
