Randi Bradbury called the regular meeting to order at 7:30 p.m.

- DISCUSSION – Regulation of playscapes within the Historic District
Attorney Cronin reviewed the Connecticut State Statues with the members to begin the discussion of its jurisdiction over playscapes within the Historic District. The Commission must consider whether the object meets the definition of a structure or building. Attorney Cronin reviewed the definition of building and structure. Attorney Cronin stated that permanency of a structure is important because the Commission’s jurisdiction is limited to structures “affixed” to the land. Attorney Cronin reviewed the recent Connecticut case of Historic District Commission of the Town of Fairfield v. Andrew J. Hall et al. Attorney Cronin will submit a legal summary to the Commission in time for distribution to the members for the next meeting.
Correspondence from district residents and a petition were acknowledged at the meeting and will be added to a file regarding the discussion item.

- Committee, Representative & Staff Reports – Ms. Nelson discussed options for a new brochure for the Historic District to provide historic information to the public about the district. Ms. DePaola will review the topic for our next meeting. Chairman Bradbury inquired about educational programs available for members. Ms. Nelson will look into inviting the CT Trust for Historic Preservation to a meeting in 2012.
