  • PUBLIC HEARINGS
A.      Certificate of Appropriateness as to Exterior Features-Alterations to Principal Building – Add entry portico, replace windows, add dormer; 101 North Cove Road (Map 32 / Lot 2), Applicant: Janet Foisie, Owner; Agent: Michael Franklin
        
        In their packets, Commission members received a copy of the Application for Certificate of Appropriateness, an historic profile of the house, a narrative prepared by M. Franklin, and site plans showing both the existing home and the proposed changes.
        R. Bradbury opened the Public Hearing.

M. Franklin showed Commission members photos. He explained that the same materials would be used: wood shingles on the roof, wood trim, open copper valleys, and the color would stay the same.

M. Franklin explained that while the window opening sizes would not be changed, the windows themselves would be replaced .

R. Bradbury asked about a boat house on the site plans. M. Franklin explained that that plan was an old plan from the town files, and that there was no longer a boat house on the property.

        R. Bradbury asked if anyone from the Public wanted to speak, and as no one did, she closed the Public Hearing.

B.      Certificate of Appropriateness as to Exterior Features-Alterations to Principal and Accessory Buildings – Siding, windows, roof, garage doors; 122 North Cove Road (Map 32 / Lot 61), Applicant: Henri M. David, Jr., Owner; Agent: Brooke Girty.

        In their packets, Commission members received a copy of the application for Certificate of Appropriateness, an historic profile of the house, a narrative, a survey dated 8/19/09 by Thomas A. Stevens & Associates, Civil Engineers, Land Surveyors, and structural plans dated 8/1/09 by Brooke Girty Design.

        R. Bradbury opened the Public Hearing.

        H. David asked Commission members to note a correction he wanted to make in the narrative which was submitted with the application. He said the exterior carriage house walls would be wood clapboard siding not vinyl clapboard siding.

        H. David also presented a signed statement from his neighbor at 118 North Cove Road, Todd M. Roberts, dated 9/11/09 stating that he has reviewed the proposed plans, and that he has no objections.
        
        Brooke Girty, architect, explained the plans and the intent of the project which is to make the carriage house more functional.
R. Bradbury asked if anyone from the Public wished to speak, and since no one wished to speak, she closed the Public Hearing.

  • OLD BUSINESS
R. Bradbury asked D. Aldi DePaola about the status of the HDC by-laws that she’s been reviewing. D. Aldi DePaola said she has been made a number of suggestions for changes. R. Bradbury suggested that D. Aldi DePaola e-mail her notes to Commission members for their review. R. Bradbury said she’d like the Commission’s input before the changes are reviewed by Town Attorney Michael Cronin. She asked D. Aldi DePaola if she could complete her review of the by-laws before the next HDC meeting so the revisions could be voted upon at the annual meeting.

R.  Bradbury asked Commission members for their thoughts on the implementation of a fee structure for a Certificate of Appropriateness. There was discussion about implementing a fee to help defray the costs of an application, yet there were concerns about keeping the fee reasonable so it does not discourage people from filing.

R. Bradbury said she would follow up with Christine Nelson about the process of implementing a fee structure, and determining the appropriate amount of the fee, and Commission members could further discuss this matter at the next regularly scheduled HDC meeting which is Thursday, October 15, 2009, 302 Main Street, 2nd Floor Conference Room.

  • NEW BUSINESS
                      
R. Peters suggested that because the historic homes in North Cove were built during different periods in history, the HDC should provide applicants with suggestions for appropriate historical architectural references which might guide them in making choices for their homes.

R. Bradbury said that the HDC does have that type of information in sections of their Commission member binders. She also said that she has
suggested to past applicants that they might confer with an architectural historian, and she added that the ARB is a wonderful resource.

R. Peters said he would do some further research on this and bring it to Commission members for their review.

        B.        Correspondence

At tonight’s meeting, Commission members received the following correspondence: information about the Twenty Third Annual Rockfall Symposium which will be held on Friday, October 9, 2009, an article entitled, “Old Saybrook – A Land With a Plan – and a View” from the Fall 2009 edition of “Elan Magazine”, and a copy of a letter with an attached permit from the DEP dated 9/8/2009 addressed to Mr. and Mrs. John Kennedy who own property at 191 North Cove Road re: dock modifications.
