HISTORIC DISTRICT COMMISSION MEETING MINUTES
Thursday, July 17, 2008

I.      CALL TO ORDER

Robert Wendler called the regular meeting to order at 7:30 p.m.

III.    PUBLIC HEARINGS

A.      “Captain Willoughby Lynde House”
Certificate of Appropriateness as to Exterior Features
                Alteration and Addition to Principal Building
                2-Story Addition and Garage Expansion
                174 North Cove Road (Map 32/ Lot 17)
Applicants:  Richard and Marion Mazzella, Owners
Agent: David M. Royston, Esquire

R. Wendler opened the Public Hearing.

D. Royston presented for the Mazzella’s who were present. D. Royston addressed concerns the Commission had made at last month’s meeting. Revised plans from Berman Associates were submitted with a revision and submission date of 7/17/08. Also, D. Royston presented the Commission with a list of specific building materials to be used.

At last month’s meeting, it was suggested to the Mazzella’s that they hire a Restoration Architect. The Mazzella’s met with and presented a letter from Howard A. Willard, Jr. of Willard Restorations dated 7/5/08.

Subsequently, the plans have been revised and the addition has been lowered, the proposed balcony has been removed, the French doors have been eliminated and replaced with three windows which are consistent with the size, height and location of the main house.

Barbara Smith of 200 North Cove Road said she felt the plans were greatly improved since the last meeting.

Barbara Aubin of 152 North Cove Road said she wholeheartedly concurred with Barbara Smith.

R. Wendler closed the Public Hearing.

R. Bradbury congratulated the Mazzellas, thanking them for taking the recommendations of the Commission and improving their plans. All Commission members agreed.

B.      Certificate of Appropriateness as to Exterior Features
                Renovation of Existing Driveway         
148 North Cove Road (Map 32/ Lot 59)
Applicant:  Richard Peters, Owner

R. Wendler opened the Public Hearing.

R. Peters explained that the previous owners of the house expanded the
driveway to accommodate 12 cars. He would like to replace the existing driveway with a smaller one. He plans to fill back in the area with landscaping. R. Peters requested that he be allowed the change the driveway material because the current material, embedded aggregate mastic, moves down the driveway and has been tracked into the house and the carpet. He would prefer to use asphalt. He is also proposing to use stone to match the stone foundation to border the driveway. He feels because it’s irregular in shape and has a slight color variation, the stone will look more historic and more aesthetically pleasing

John and Barbara Aubin, of 152 North Cove Road both complimented the Peters’ on the improvements they’ve made to their home and property stating that the Peters’ have been sensitive to the environment, the neighbors and to the Historic District. They are in favor of the driveway renovations.  

R. Wendler closed the Public Hearing.

D. Aldi DePaola said she liked the proposal, particularly the narrower driveway, the greening of the property and the stonework. Commission members concurred.

A.          Meeting Minutes – June 19, 2008

          B.        Correspondence

Commission members received a copy of a Request for Exemption From Certificate of Appropriateness for 141 North Cove Road (Map 32 / Lot 4) owned by Peter and Fay Bisson for fence repair which was approved by Don Lucas on June 24, 2008 because it is a “like for like” replacement.
  
C.        Committee, Representative & Staff Reports -
                
R. Bradbury suggested that Commission members review the statutes and regulations for the HDC to be sure that the regulations are aligned with the statutes. R. Wendler asked R. Bradbury if she would be willing to chair a subcommittee to do this. R. Bradbury agreed and both D. Aldi DePaola and L. LeMonte offered to help.
                
V.      ADJOURNMENT
