REGULAR MEETING

I. CALL TO ORDER
Chairman Robert Welsh called the meeting to order at 7:31 p.m.

III. PUBLIC HEARING
A. No public hearing to discuss. However, Bob Welsh mentioned Louise Tietjen’s submission since the last meeting to put a cap on her chimney. It was brought to the Commission’s attention that Bob Welsh and Rich Morrison approved her request for the work. A quick discussion ensued regarding whether or not to file her approval if she didn’t need to submit a Certificate of Appropriateness in the first place. The Commission agreed that there was no need to file her approval.
IV. REGULAR BUSINESS
A. Minutes
MOTION to approve as written the Minutes of the March 29, 2005 Regular Meeting and the May 2, 2005 Special Meeting was made by R. Bradbury, SECONDED by R. Wendler. No discussion. VOTED IN FAVOR: R. Bradbury, R. Welsh, L. Tietjen and R. Wendler; OPPOSED: None; ABSTAINED: None. APPROVED 4-0-0.
B. Correspondence
I summarized correspondence I had received from Christine Nelson. An interesting handout concerned the handout entitled What Does”Historic” Mean Anyway?
C. Member Reports
Bob Welsh informed the Commission about the Quarterly gathering of the Land Use Department. The meeting focused on 5 specific areas of Old Saybrook and how to improve these regions.
V. OLD BUSINESS
It was announced by Bob Welsh that the 2005 budget was approved.
NEW BUSINESS
Discussion was held regarding Joan Rimkus and her efforts to coordinate and put together all the postcards for the South Green Historic District workshop.
Randi Bradbury brought up a discussion regarding changing the wording in an
ordinance with respects to membership in the HDC vs. individuals who live
within the district. It was made clear to the Commission that 4 members must
live within the boundaries of the District. Randi will draft the change to the
ordinance but it will ultimately go through legal counsel.
WORKSHOP
A. “South Green Historic District”
Discussion was held regarding the upcoming workshop at the residence of Mike Pace on July 9, 2005. The goal of this workshop is to generate interest and address all questions regarding the possibility of South Green residents creating a South Green Historic District. Bob Welsh stressed that this was not to pressure these residents into this proposal. Rather the goal should be to provoke questions and initiate ideas into making this a reality. An informal plan was created as to the overall sequence of HDC speakers and their content. A post-workshop plan was also proposed as to address those who wouldn’t be in attendance.
VIII. ADJOURNMENT
MOTION to adjourn the meeting at 8:41 pm until the next regularly scheduled meeting on September 19, 2005 at 7:30 pm at the Acton Public Library, made by B. Wendler, seconded by R. Bradbury. In favor: R. Bradbury, R. Welsh, L. Tietjen, and R. Wendler. Opposed: None. Abstaining: None. The motion passed. 4-0-0.
