I.        CALL TO ORDER

Chairman, Bob Welsh, called the special meeting to order at 7:30 p.m.

A.      Minutes

Amendments to the meeting minutes of December 5, 2005
(Page 6):  Revise the motion to adjourn the Executive Session to omit two names: (1) Randi Bradbury and (2) Joan Rimkus.

MOTION to approve the December 5, 2005 minutes as amended as well as the corrected minutes of the meeting held October 17, 2005.  MADE by H. David.   SECONDED by J. Rimkus. VOTED IN FAVOR:  R. Welsh, R. Wendler, H. David, J. Rimkus, L. Tietjen; OPPOSED: none; ABSTAINED: none; APPROVED: 5-0-0.
   
B.      Correspondence  

Members reviewed the budget and a memorandum from Randi Bradbury, whose letter was read into the record.  


Chairman Welsh next called to go into Executive Session, from which Louise Tietjen recused herself.  The Executive Session was opened at 8:00 p.m. and was officially concluded at 8:45 p.m.

MOTION to resume the meeting and to open the public hearing.  MADE by J. Rimkus.  SECONDED by H. David.  VOTED IN FAVOR:  R. Welsh, R. Wendler, J. Rimkus, H. David.; OPPOSED: none; ABSTAINED: none;  APPROVED: 4-0-0.

                   
IV.           PUBLIC HEARING
A.      Application for Certificate of Appropriateness
Repair Existing Structures – Driveway
86 North Cove Road (Map 32/Lot 67-6)
Owners: Robert & Barbara Welsh
ACTION: Open public hearing; deliberate and act.
        Chairman Welsh recused himself, and the application was summarized by Acting Chairman Wendler, with only a few questions from Commissioners and a brief clarification from the applicant regarding the cobblestone edging.

MOTION to approve the application for the driveway for Robert and Barabara Welsh of 86 North Cove Road (Map 32/Lot 67-6).  MADE by J. Rimkus. SECONDED by H. David.  VOTED IN FAVOR:  R. Wendler, J. Rimkus, H. David.; OPPOSED: none; ABSTAINED: none;  APPROVED: 3-0-0.


V.      OLD BUSINESS

VI.     NEW BUSINESS
        None.

VII.    WORKSHOP: South Green Historic District
               Having returned as Chairman after the public hearing, Robert Welsh invited Vice Chairman Wendler to report on his survey regarding the possibility of creating a second historic district along the Old Boston Post Road.  Mr. Wendler summarized the progress made by telephoning residents there, and says the responses are running 4:1 in favor at the moment.  It will require 42 favorable respondents in order to continue this effort, which looks likely.  So far, there are 37 in favor and only eight against.


VIII.   ADJOURNMENT

MOTION to adjourn meeting at 8:55 p.m. until the next special meeting to be held on Tuesday, May 2, 2006 at 7:00 p.m. in the Acton Public Library.  MADE by H. David.  SECONDED by R. Wendler.  VOTED IN FAVOR:  R. Welsh, R. Wendler, J. Rimkus, H. David; OPPOSED: none; ABSTAINED: none; APPROVED: 4-0-0.
