        III.    PUBLIC HEARING
                
                A.      Application for Certificate of Appropriateness
191 North Cove Road (Map 32/Lot 10)
Owner: Charles Klewin           Agent: Cliff Rhodes, Builder

Public Hearing was continued from March 15, 2005 to consider the application by Charles Klewin for replacement of deteriorating retaining walls, relocation of existing power pole, addition of cobblestone apron to parking area and planter beds between parking area and retaining wall at 191 North Cove Road.  Cliff Rhodes of Rhodes Construction Company, Old Saybrook, representing Charles Klewin, presented revised materials and answered questions regarding the completed as well as proposed work.  Mr. Rhodes distinguished the difference between repair and new construction and included renderings and representations of the projected appearance of the proposed work.

Mr. Rhodes presented a sketch of the upper wall depicting its structural core as well as pictures done by a landscape architect.  The granite post & chain were eliminated. Recessed lights will be built into the wall.  It was brought to the Commission’s attention that Mr. Rhodes has a letter from Town Hall in regards to satisfaction of the wall’s structural aspects.  Mr. Rhodes stated that the parking area would entail a Belgian Block apron of approximately 3 1/2 to 4 feet as well as curbing.  The actual parking area would be stone.  The neighbors that were contacted were in agreement with the proposed project.   Documentation was also provided by Mr. Rhodes regarding the relocation of the existing power pole by SBC.

Further discussion was held regarding the permit process, with questions concerning the passage of time between the issuance of the permit on June 28, 2004 and the March 1, 2005 submission of the Application for Certificate of Appropriateness.  

MOTION to approve Certificate of Appropriateness 191 North Cove Road (Map 32 / Lot 10) made by R. Wendler; SECONDED by J. Rimkus.  VOTED IN FAVOR:  R. Bradbury, J. Rimkus, L. Tietjen, R. Welsh and R. Wendler; OPPOSED: None; ABSTAINED: None.  APPROVED 5-0-0.
B.      Application for Certificate of Appropriateness
                122 North Cove Road (Map 32/Lot 61)
                        Owner: Henri M. David Jr.       Agent: John P. Beveridge, AIA

Ms. David speaking on behalf of the Owner discussed the renovation and expansion of existing kitchen (addition of an eating area) and the addition of a mud/utility room at 122 North Cove Road. She stated that the existing kitchen wall on the north elevation will be moved out 2 feet and an 11’ x 16’ eating area will be added on the north side.  In addition, a mud/utility room will be added on the easterly side of the kitchen.  Only the north elevation will be visible from the public right of way. The design & materials will be consistent with the existing structure.  There has been no discussion with neighbors as of yet.  After Certificate of Appropriateness is determined Owner/Applicant will be in touch with Zoning.  Photographs of existing structure and sketches of proposed work were submitted.

The Commission commented on how well the presentation was and had no objections of proposed work.  It was suggested that the Owner might want to speak with neighbors before going to Zoning.

        IV.     REGULAR BUSINESS

                A.      Minutes

MOTION to approve as written the Minutes of the March 14, 2005 Regular Meeting was made by J. Rimkus, SECONDED by R. Welsh.  No discussion. VOTED IN FAVOR: R. Bradbury, J. Rimkus, R. Welsh, L. Tietjen and R. Wendler; OPPOSED: None; ABSTAINED: None.  APPROVED 5-0-0.

B.      Correspondence

Bob Welsh informed the Commission of the Land Use Law Course being offered on Monday, April 11, 2005 at 7:30 pm at the Westbrook Mulvey Municipal Center and encouraged all members to attend if possible.

C.      Member Reports

Bob Welsh informed the Commission that a past approved application (Ayotte Application) may not be meeting the requirements that it was approved for.  Bob Wendler will review the application and investigate.

It was brought to the Commission’s attention on behalf of Bob Welsh that there seems to be some confusion with the Historic District Application process.  Applicants are sometimes not sure what to do to meet the regulations.  Bob Welsh has implemented a new procedure that will allow the applicant to receive the regulations with the application itself.  In addition, Mr. Welsh asked the Commission to review and comment on a new sentence to be added to the Application for Certificate of Appropriateness.  The sentence is proposed to read as follows:

“ Please return a completed application with appropriate attachments 30 days prior to the Old Saybrook Historic District Commission’s next scheduled meeting via the Land Use Office in the Old Saybrook Town Hall.”

MOTION to approve new sentence to Application was made by J. Rimkus, SECONDED by R. Wendler.  No discussion.  VOTED IN FAVOR: R. Bradbury, J. Rimkus, R. Welsh, L. Tietjen and R. Wendler; OPPOSED: None; ABSTAINED: None.  APPROVED: 5-0-0.

        V.      OLD BUSINESS

WORKSHOP

A.      “South Green Historic District”

Mr. Welsh informed the Commission of a possible speaker to be present at the May 2, 2005 meeting at 7:30 pm.  The speaker will talk to the Commission about the pros and cons regarding the Historic District.  The location is yet to be determined.

        VIII.   ADJOURNMENT

Chairman Robert Welsh adjourned the meeting at 8:40 pm.  Next Meeting (Special) to be held on Monday, May 2, 2005 at 7:30 pm at the Acton Public Library 60 Old Boston Post Road.
