Call to order
Mr. LaMay called the meeting to order at 6:00 PM

Pledge of Allegiance
Mr. LaMay led the pledge.

Minutes
A motion to approve the minutes of April 5, 2016 was made by Mr. O’Nell, seconded by Mr. O’Brien and motion passed unanimously.
A motion to approve the minutes of April 7, 2016 was made by Ms. Lindley, seconded by Ms. Rzasa and motion passed unanimously.
Budget Deliberations
Mr. Thorpe made a motion, seconded by Ms. Lindley that the Board of Finance reduce the municipal budget by $112,100.00  to the following departments and amounts:
Action Public Library           $15,000.00      

Building Department             $   1,000.00    

Conservation Commission             $   1,000.00        

Emergency Mgt                   $13,500.00              

Fire Marshall                   $   3,000.00

Fire Dept – Capital outlay
Sinking fund                               $   5,000.00

KHCAC (Hepburn Theater)             $   3,300.00

Discussion:  Mr. O’Brien brought up the memo sent to the BOF by Selectman Fortuna, with regard to the Police Department, noting that having both a Town employee and a private contractor perform maintenance duties in a new municipal facility reduces employee costs, long term employee liabilities, ensures proper cleaning techniques, reduces the need for supervision, and allows the Town to be in the position to terminate a vendor who is not meeting expectations without collective bargaining grievances.~~
Mr. Thorpe amended his motion to put back $15,600.00 into the Police budget, seconded by Ms. Lindley.

Total revised reductions  $ 96,500.00     Motion passed 5-2-0.

A motion by Mr. LaMay to put back $1,500.00 to Y&FS budget, seconded by Mr. O’Brien did not pass. 3-4-0

A motion by Mr. LaMay to abate $7,500.00 from the Acton Library budget, seconded by Ms. Rzasa did not pass. 3-4-0

Public Comment
Comments:
  • Cleaning of PD;
Mr. LaMay thanked everyone and reminded them of the Town Meeting on the budget on May 2, 2016.

This meeting in its entirety was recorded and on CD in Town Clerk’s office.

A motion to adjourn was made by Mr. Thorpe, seconded by Mr. O’Brien at 7:30 p.m. and so VOTED unanimously.

A  motion to reconvene at 7:30 p.m. was made by Mr. LaMay, seconded by Mr. O’Nell and was so VOTED unanimously.

A motion by Mr. LaMay to move the budget to the annual town meeting of May 2nd, 2016, seconded by Mr. O’Nell was so VOTED unanimously.

A motion to adjourn was made by Mr. Thorpe, seconded by Mr. O’Brien at 7:31 p.m. and so VOTED unanimously.
