  • CALL TO ORDER
   Mr. LaMay called the meeting to order at 7:00 p.m.

  • PLEDGE OF ALLEGIANCE
  Mr. LaMay led in the pledge.  

  • PUBLIC COMMENT   
Two citizens spoke of their support of the OSPD Budget and the BOE budget.

IV.     BUDGET DISCUSSION – MOTIONS REQUESTED
At this time, Mr. Thorpe had questions about the leasing of the police vehicles.  A short discussion followed.

A motion was made by Ms. Lindley, seconded by Mr. O’Nell to reduce the Legal line item in the Police Department budget from $20K to $10K.  In favor: D. LaMay; B. Thorpe; B. Lindley; B. O’Nell; J. O’Brien.  Abstained: T. Stevenson.  MOTION PASSED.

A motion was made by Mr. O’Nell, seconded by Mr. O’Brien to put $5K into the Board of Finance legal line of the budget.  MOTION PASSED unanimously.

A motion was made by Mr. Thorpe, seconded by Ms. Lindley to change the Lease line item in the Capital Expense Police Department budget to $94K.  MOTION PASSED   unanimously.
A motion was made by Ms. Lindley, seconded by Mr. O’Nell to add $8K to the Youth & Family Services budget.  After discussion:

An amended motion was made by Ms. Lindley, seconded by Mr. O’Nell to add $8K to the Y&FS budget as follows: $6,500.00 to Miscellaneous Personnel; $1,500.00 to FICA.  
In favor: Ms. Lindley; Mr. O’Nell; Mr. O’Brien.  Opposed: Mr. LaMay; Mr. Thorpe; Mr. Stevenson.  MOTION FAILED.

V.        COMMENTS FROM THE CHAIR
Mr. LaMay, at this time, asked the board for a motion to move the budgets to town meeting.  It was discussed whether or not there would be another public hearing.  

A motion was made by Mr. Thorpe, seconded by Ms. Lindley to move the General Government Budget to Town Meeting.  In favor: Mr. LaMay; Mr. Thorpe; Ms. Lindley; Mr. Stevenson.  Opposed: Mr. O’Nell; Mr. O’Brien.  MOTION PASSED.

A motion was made by Mr. Thorpe, seconded by Ms. Lindley to move the Board of Education budget to Town Meeting.  In favor: Mr. LaMay; Mr. Thorpe; Ms. Lindley; Mr. Stevenson.  Opposed: Mr. O’Nell; Mr. O’Brien.  MOTION PASSED.

A discussion followed with a recap of the General Government and Board of Education budgets:

Decrease $10,000.: OSPD Legal line
Decrease $  6,000.:  OSPD Capital Expense
Decrease $18,793.:  BOE Debt Service

Increase  $  5,000:   BOF Legal line
Increase  $  1,965.:  Y&FS

General Government Budget:         $18,215,880.00
Board of Education Budget:           $24,210,061.00

TOTAL BUDGETS:              $42,425,941.00

Mr. LaMay thanked the Board of Finance for their service and noted that the WPCA will be invited if they are available to the next regularly scheduled meeting on April 15th, 2014.

VIII.  ADJOURNMENT
A motion to adjourn was made by Mr. Thorpe and seconded by Ms. Lindley at 8:06 p.m.
