MINUTES
SECOND PUBLIC HEARING
APRIL 19, 2012   7:00 P.M.
OLD SAYBROOK MIDDLE SCHOOL AUDITORIUM



CALL TO ORDER Chairman, David LaMay, called the Public Hearing of the Board of Finance to order at 7:00 P.M.  There were approximately 75 attendees.

Chairman LaMay opened the Public Hearing with the Pledge of Allegiance.  He then introduced the Board of Finance and the administrative clerk.  He asked Ms. Lewis to read the call of the Legal Notice and she noted that the advertisement for the SECOND Public Hearing on the budget was in the April 11, 2012 edition of the Harbor News.  

At this time Mr. LaMay turned it over to Selectman Fortuna who presented the town government budget.  Mr. Fortuna gave a brief summary of the general government budget and noted that it reflects contractual salary increases for staff, an increase in the employee health insurance budget to correct this year’s health budget underfunding and to cover cost increases, and larger capital investments to protect town physical assets and save for future capital needs purchases.  Mr. Fortuna also noted that he increased the town’s annual contribution towards pension funding from 6% to 6.25% of town payroll.

Mr. Fortuna took questions at this time.

Tax Collector Barry Maynard noticed a mistake in the tax collector’s budget of  $10,257.00.  Mr. Fortuna and the BOF made note so that it could be restored at the special meeting following the Public Hearing.

Ms. LaPlace read a piece in the newspaper regarding the Project Manager for WPCA.  Mr. Fortuna assured her and the town’s people that one would not be hired due to the fact that the Clean Water Fund will not be helping to fund this position.

Chairman LaMay, at this time, called upon Joanne Sullivan for the Board of Education.  Ms. Sullivan thanked the Board of Finance and briefly discussed the review and considerations of the Board of Education while working on their budget.  The 3 major considerations are Special Ed; Capital Expenditures and Technology.

   There were no questions for Ms. Pendleton or the Board of Education.

    There being no further business, Chairman LaMay was going to adjourn the
     meeting but there was a comment from Mr. Duhig who had arrived late for the
     meeting.

    The Public Hearing was adjourned by Mr. LaMay and seconded by Mr.  
    Westerson at 7:42 p.m.
