REGULAR MEETING

I.              CALL TO ORDER

        Chairman L. Ritzhaupt called the meeting to order at 3:30 p.m.

III.    REGULAR BUSINESS

        A.      Minutes

MOTION to approve the minutes from the Conservation Commission’s Sea Level Rise Climate Adaptation Committee’s Regular Meeting of September 11, 2014 with the following correction: on the bottom of page 2, in the last sentence on the page, correct the number of zeroes in $250,000,000.00.; MADE by D. McCracken; SECONDED by T. Gezo; VOTED IN FAVOR: L. Ritzhaupt, J. Brophy, M. Momparler, J. Donnelly, D. McCracken, T. Gezo; OPPOSED: none; ABSTAINED: none; APPROVED: 6-0-0.

  • Correspondence & Announcements
L. Ritzhaupt reviewed with Committee members that the Committee at large is being divided into sub-groups that have been assigned the following topics: environment, economy and community. Each sub-group should study and report on the following questions regarding their topic: Where are we? Where are we going? How do we get there?

C. Nelson and L. Ritzhaupt reviewed who is assigned to each topic.

J. Holland, J. Donnelly and L. Ritzhaupt are working together on Environment. J. Holland is the leader of this sub-group.

T. Gezo, Jerry Brophy and D. McCracken are working together on Economy. T. Gezo is the leader of this sub-group.

R. Yust and M. Momparler are working together on Community. R.Yust is the leader of this sub-group.

L. Ritzhaupt and C. Nelson had a discussion about whether or not to recruit new members for the SLRCAC. They agreed that first they would like to determine where each sub-group stands in terms of numbers.

There was a discussion about whether or not the sub-group committee members can and should meet outside of the meeting. C. Nelson said that she reviewed the Freedom of Information Act, and no more than 5 members can meet outside of the meeting, or it will constitute a quorum. She said staff would prefer that each sub-group meet inside of the public meeting, but that if members want to educate themselves to make their meeting time more productive, they may meet outside of the meeting.

L. Ritzhaupt recommended that Committee members read the “Town of Guilford Community Coastal Resilience Plan” dated 7/31/2013 which C. Nelson provided to all members. Old Saybrook is mentioned in the plan as a model in terms of zoning changes that the town has made to include recommendations made by FEMA regarding sea level rise.

C. Nelson said a speaker has been scheduled to present information about transportation, infrastructure and sea level rise at the 10/9/2014 SLRCAC meeting in regard to The Regional Natural Hazard Mitigation Plan.

L. Ritzhaupt asked that speakers be scheduled for the first SLRCAC meeting of each month, and break out sessions for each sub-group be scheduled for the second SLRCAC meeting of each month.

L. Ritzhaupt announced that at the 11/13/2014 SLRCAC meeting, Roman Zajak would be speaking about the impact of sea level rise on flora and fauna.

L. Ritzhaupt asked that at the 12/11/2014 meeting, Committee members write an article to submit to Saybrook Events magazine.
