The Chairman called the meeting to order at 7:30 p.m.
Members in Attendance: Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Pat Ingellis, Robert Siegelman.
Absent: none
Staff in Attendance: Christine Nelson, Town Planner and Maura Farbotka, Recording Clerk
Approval of Minutes:
MOTION: to approve the minutes of August 10, 2010 as presented.
MOVED: by Charlie Cobb; SECONDED: by Jerry Brophy; IN FAVOR: Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Pat Ingellis, Robert Siegelman; OPPOSED: None; ABSTAINING: None; APPROVED: 6-0-0.
Energy Conservation:
Chairman Fish reviewed the Plan of Development and the projects the Commission completed.
He stated he would like to now steer efforts towards what the Commission can do for Energy Conservation in the Town of Old Saybrook. He indicated he would like commission members to come up with a structured plan to present to the Board of Selectman.
Jerry Brophy stated Energy Conservation is both a social and a fiscal responsibility, but he raised concern with the lack of community and town administration interest.
Town Planner Christine Nelson asked the commission members what direction they want to take as a Conservation Commission. She suggested they prepare a summary memo to state the goals and ideas for action.
Christine also reviewed two programs which may be of interest to the commission.
-Climate change: The Governor has a steering committee which works with the DEP to help municipalities in climate change.
-Nature Conservancy: Would like to use Old Saybrook as model for study of Connecticut Long Island Sound communities and how projected sea level rise will affect land uses.
Jerry Brophy stated involvement in these programs possibly may be a way to generate public interest.
The Commission stated they would welcome speakers from both programs.
C. Nelson restated her interest in helping compile a report regarding energy conservation.
Bob Fish stated he summarized all projects completed by the Conservation Commission in the 2009 town report. Bob will work with Christine to generate a memo / plan of action.
