Conservation Commission Minutes 05/11/2010
The Chairman called the meeting to order at 7:30 p.m.

Members in Attendance:  Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Pat Ingellis, Mike Kelley.
Absent: Robert Siegelman.

Approval of Minutes:
MOTION: to approve the minutes of April 13, 2010 as presented.
MOVED: by Charlie Cobb; SECONDED: by P. Ingellis; IN FAVOR: Bob Fish, Jerry Brophy, Pat Ingellis; OPPOSED: none; ABSTAINING: K. Gallagher, Charlie Cobb, Mike Kelley; APPROVED: 3-0-3.

The Fishway System:
B. Fish discussed with the Commission a new report received from Steve Gephard.
Although there was earlier a good run of alewives, it now seems to have slowed down.
Eels continue to be counted at Fishing Brook.  

Open Space Stewardship:
B. Fish reported that the town recently closed on the Vyborny property, which is located off Bokum Road. This property is approximately 2 acres of woodland, contiguous to other proposed open space, and contains a large vernal pool.

Pat Ingellis reported he has been out a couple times to continue marking the trails with volunteer boy scouts.   He stated he is making slow progress, and has completed most of the property line that abuts the Lyon property.  He also stated he was able to view some of the damage from the recent flooding, noting the trail that was closed until repairs are made.

B. Fish also reported that the police have resumed their patrolling of open space areas.

Regional Conservation Activities:
Bob Fish filled in Kim Gallagher and M. Kelley on his recent contact with the Town of Killingworth’s Conservation Commission.  Since the last meeting, Bob received maps from Killingworth, and reviewed them with the commission along with other maps that were generated by Kelly Volansky who will be assisting with this project.  Bob has yet to make contact with Westbrook’s Conservation Chairman, Tom O’Dell.  The maps reviewed clearly indicate that it will be possible for trails to connect from Old Saybrook through North Westbrook, and on to Killingworth and Cockaponsett.  Bob will continue to try to make contact with Westbrook.

Energy Conservation:
Jerry Brophy reported he will be meeting with Julie Pendleton on Thursday morning (5/13) to review methods being used by the school system for energy conservation.  He has also asked to receive spreadsheets from Tom MacDonald of Madison’s Energy Committee.  
B. Fish distributed a breakdown showing energy use of different town departments and buildings over the past three years.  The Commission believes that an independent third party needs to perform an energy audit for credibility.

Other Updates:
C. Cobb questioned Chairman Fish about any updates on oyster restoration activities.  Bob read a recent memo received from David Carey of the Department of Agriculture, Division of Aquaculture.   The letter indicated that the department would not support new activities in the Oyster River at least until a report is submitted on the outcome of our previous work in the river.

Bob Fish reported that Riversound, LLC is on the agenda of the Zoning Commission next Monday evening (May 17).
Charlie Cobb informed B. Fish that he spoke with a representative of the Clean Energy Fund and provided Bob’s name as the new contact person.  Charlie indicated the town has secured enough points for energy saving incentives, but there are some changes taking place with the program.
