The Chairman called the meeting to order at 7:33 p.m.

Members in Attendance:  Bob Fish, Jerry Brophy, Charlie Cobb, Pat Ingellis, Mike Kelley.

Absent: Kim Gallagher, Robert Siegelman

Approval of Minutes:
MOTION: to approve the minutes of June 9, 2009, as presented.   
MOVED: by Jerry Brophy; SECONDED: by Charlie Cobb; IN FAVOR: Bob Fish, Jerry Brophy, Charlie Cobb, Pat Ingellis; OPPOSED: none; ABSTAINING: Mike Kelley; APPROVED: 4-0-1.

Review of “Incentive Housing Zone” Amendments to Zoning Map and Regulations:
The Commission discussed the request from the Zoning Commission at some length.  Bob Fish and Jerry Brophy will discuss the issues further with staff and send a letter to the Zoning Commission.  The letter will endorse the Incentive Housing efforts, while reserving the right to comment on environmental issues with respect to individual developments as they occur.

Open Space Boundary Marking/Trails:
Pat Ingellis commented that he is waiting to continue boundary marking with a boy scout who would like to do this as an Eagle project.  A new trail map for the Town of Old Saybrook was completed, combining the trail maps for Clark Community Park, Great Cedars Conservation Area and Great Cedars  East.

Regional Activities / Eco-tourism:
Bob Fish reported that a productive meeting was held with the Regional Planning Agency on June 18, discussing a number of regional issues.  Work is progressing on a regional Open Space map that will allow us to get better connectivity on regional greenways and habitat protection.  A discussion on developing a regional plan for the disposal of fluorescent light bulbs has led to addressing the issue at the Regional Hazardous Waste Facility.  A joint meeting of Conservation Commissions and Land Trusts will be hosted by the Regional Planning Agency in September.

Other Updates:
Bob Fish informed the commission that the Rockfall Foundation will hold a meeting in Old Saybrook in September, with the Old Saybrook Land Use Department joining Rockfall as hosts.  The plan so far calls for a program and exhibit at the Town Park Shelter, followed by a hike within Great Cedars.
