The Chairman called the meeting to order at 7:30.

Approval of Minutes:
MOTION: to approve the minutes of the Regular Meeting of October 14, 2008 as presented.

2009 Regular Meeting Schedule:
The attached 2009 Regular Meeting Schedule was unanimously approved.
2009/2010 Budget Request:
The attached Conservation Commission Budget Request for the 2009/2010 fiscal year was approved by consensus.
Plan of Conservation & Development:
Conservation Commission input for upcoming updates of the CRERPA Regional Plan of Conservation & Development and the Town Plan of Conservation & Development was discussed at length. The attached list of Goals for the Coming Decade was established by consensus. Prioritization and detailed milestones will be developed in future meetings.
Municipality of the Year Award:
Bob Fish reported that he had accepted this award for the Conservation Commission at a ceremony held at the annual meeting of the Connecticut River Coastal Conservation District. The award was given to the commission for its work in protecting, managing and promoting open space in the Town of Old Saybrook.
Notable Trees Brochure:
This brochure was published as a companion piece with the new Natural Heritage Tour Brochure. Judy Preston/Tidewater Institute developed this brochure.

GOALS FOR THE COMING DECADE
Complete the “Donut”.
Commit at least 25% of the land area of the Town to open space, with at least half of the open space owned in fee by the Town.
Update the 2003 Plan of Conservation & Open Space.
Improve stewardship of open space areas.
Support the Old Saybrook Council on Environmental Quality.
Promote an active Clean Energy campaign.
Educate the citizenry to Ecological Economics (sustainability), the reduction of our Carbon Footprint, “No Child Left Inside”, etc.
Promote walking, cycling and mass transit as substitutes for automobiles.
Promote preservation of habitats (invertebrates, amphibians, fish, shellfish and mammals).
Meet the health, safety, welfare, infrastructure, education, recreation and social needs of the citizens of the Town of Old Saybrook while limiting debt, increasing town equity and minimizing tax rates.
