Regular Meeeting

Approval of Minutes
MOTION to approve the Regular Meeting minutes of October 9, 2007 as presented.
MOVED:  by P. Ingellis; SECONDED:  by M. Kelley;  IN FAVOR: Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Pat Ingellis, Mike Kelley; OPPOSED: none; ABSTAINING: Robert Siegelman;  APPROVED: 6-0-1.


Commission Membership and Organization
The Commission reviewed the membership list and the term dates for each member.  R. Siegelman noted his term should end 07, not 08.  K. Gallagher, P. Ingellis, M. Kelley and R. Siegelman all wish to be reappointed on November 20th for an additional term.

2008 Meeting Schedule
The commission reviewed the proposed 2008 meeting schedule, which continues the practice of meeting on the second Tuesday of each month.

2008/2009 Budget Needs
Discussion held with commission about current and future budget needs.  Areas discussed included for signage required for the Natural Heritage Tour (12 signs needed), a notable tree brochure, restoration of oysters in the Oyster River (with the Shellfish Commission), completion of the Crystal Lake Fishway, and the new Council on Environmental Quality.  
Old Saybrook Council on Environmental Quality
Chairman Fish distributed proposals for the Old Saybrook Council on Environmental Quality to the commission members.  This proposal has been approved by the Board of Selectmen and includes the Clean Energy Resolution.  
At the next regularly scheduled Conservation Commission meeting on December 11, 2007,  a public meeting will be held to promote this council.  The meeting will include speaker, Karl Wegener, who represents the CT Council on Environmental Quality. We will be notifying any and all interested parties to ensure that this is a community-   wide effort.

The Natural Heritage Tour
Town Planner Christine Nelson briefed the commission on recent concerns with the maps to be included in the brochures.  She explained the confusion with the labeling of conservation sites and open space, and the need to differentiate the two.  Discussion held at length regarding options to correct the problem.

Crystal Lake Fishway
Bob Fish informed the commission that the required detailed drawings are nearly complete.  Once done, Public Works Director Larry Bonin will begin the project, hopefully starting this November. Commission members asked to be informed of the start date of the project.

The CAWS Vernal Pool Monitoring Program
Christine Nelson briefed the commission on the recent contact from the Connecticut Association of Wetland Scientists.  This Association would like to monitor the effects of projects/developments in regard to Vernal Pools.  A test would be done both pre and post construction to monitor the land use changes and how these changes affect the Vernal Pools.

Articles, Website, Land Use Updated, Mail, Announcements
Christine Nelson informed the commission of recent conservation easements and open space acquired including the Zeigler and Spera subdivisions.
