Regular Meeting

Members in Attendance: Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Mike Kelley, Robert Siegelman arrived at 7:45 p.m., Pat Ingellis arrived at 7:49 p.m.

Approval of Minutes
MOTION to approve the Regular Meeting minutes of November 14, 2006.
MOVED by Charlie Cobb.  SECONDED by Kim Gallagher.  IN FAVOR: Bob Fish, Jerry Brophy, Kim Gallagher, Charlie Cobb, Mike Kelley. OPPOSED: None. ABSTAINING: None. APPROVED: 5-0-0.

Commission Membership and Organization
Charlie Cobb, Jerry Brophy, and Chairman Fish were reappointed by the Selectmen.  The Commission is at full strength.
 
Commission Projects
Natural History Tour – Mike Kelley prepared and presented a preliminary map and spreadsheet for the Natural History Tour.  Commission members discussed several ideas regarding the tour including the proposed stops/locations, the actual title of what the tour should be called, and what the finished product should look like (i.e., pamphlet, on-line, CD, etc.).  Mr. Kelley informed Commission members that it took approximately 1hr. to drive and is about 20 miles long.  He urged members to take the proposed tour themselves in an effort to provide feedback for the next meeting.  Chairman Fish recommended that this topic be the main focus of next month’s agenda and if necessary, hold special meetings to discuss further.  He also suggested numbering each stop/location and asked members to add suggested stops such as Turtle Creek and write a paragraph about each stop/location.   

Outreach and Education, Signage – Christine Nelson spoke to the Commission about her ideas for signs.  She mentioned there is money available in the form of grants, etc. and would like to start on this project.  Her goal is to hopefully connect the signs into the Natural History Tour the Commission is starting on, and that it would be helpful to decide which tour stops/locations could use signs.

Stewardship Plan – Charlie Cobb put together a set of concerns using the stewardship plan’s suggested monitoring forms and submitted them to Chairman Fish.  Chairman Fish discussed these concerns with Ray Allen and he is starting a filing system for these reports.  Chairman Fish and Ray Allen are discussing next steps on how to address enforcement issues.

New Open Space Map – Christine Nelson informed the Commission that the parcel and zoning maps are updated and that Damon Hearne and she will be completing on the new open space map soon.    

Land Use Updates
Chairman Fish contacted Steve Gephard (DEP) in regards to the proposed new fishway at Crystal Lake, and he is happy to help but won’t be available until February or March.
Charlie Cobb mentioned he has a copy of the Shellfish Management Procedures for Southern Connecticut towns if anyone is interested in looking at it.  He also mentioned he would be sending information regarding safe lawn management to the Oyster River Coalition.
Mr. Siegelman informed the Commission that he spoke to the Principal of the Goodwin School about the education & outreach project ideas.

MOTION to adjourn the meeting at 9:20pm. until the next regularly scheduled meeting on Tuesday, January 9, 2006, 7:30pm., Land Use Conference Room, Old Saybrook Town Hall, 302 Main Street.
