Members in Attendance: Bob Fish, Jerry Brophy, Charlie Cobb, Bryan Zielinski, Judy Preston (Arrived @ 7:45 pm)

Approval of Minutes:

MOTION to approve the Regular Meeting minutes of January 11, 2005.
MOVED by Jerry Brophy.          SECONDED by Bryan Zielinski.

Commission Organization and Membership
Bob Fish reminded the commission that Walter Harris has resigned.  The commission needs to replace 1 member.  If anyone knows of someone that is interested in joining the commission please let Bob know.  Charlie Cobb mentioned that he would like to keep the idea open that he be the liason between the Conservation commission and the Parks & Recreation commission. A discussion followed regarding possibly moving the Conservation commission meetings to the 3rd or 4th Tuesday of every month during the next calendar year in order for both of these commissions to work jointly.  Presently, the Parks & Recreation commission meets on the same night the Conservation commission does.

Tidewater Institute Workshops
Judy Preston informed the commission that she will be visiting local commissions from different towns and informing them of the upcoming workshops being offered from the Tidewater Institute.  Maximum signup is 30 people.  She mentioned that ideally it would be beneficial if 4 representatives from each of the 8 area towns were present.  The first workshop will take place on Monday, March 28, 2005.  Charlie Cobb and Bryan Zielinski both signed up.

Review of Dock Application at 141 North Cove Road
Mr. Fish mentioned that the DEP sent the commission dock applications for 141 & 135 North Cove Road. The Conservation commission’s involvement, if any, in this process was discussed. Judy Preston raised the point that the State of Connecticut already makes the decision regarding these applications but it may be helpful to the Harbor Management commission if a letter be submitted with every application on behalf of the Conservation commission. Charlie Cobb volunteered to be involved, if necessary, to attend a few meetings with the Harbor Commission.  It was decided to table decisions on the commission’s dock involvement until after a forthcoming discussion on commission priorities.

Field Work for the Great Cedars Conservation Area
Since last month’s regular meeting both Bob Fish and Jerry Brophy were soliciting help with this project.  Mr. Fish had a meeting with Wendy Goodfriend of the Connecticut River Coastal Conservation District to see what they had to offer.  Likewise, Jerry Brophy received information from the Rockfall Foundation.  

MOTION to ask EECOS and Connecticut River Coastal Conservation District for  proposals.
MOVED by Jerry Brophy.          SECONDED by Charlie Cobb.       ABSTAINED: Judy Preston.        IN FAVOR:       Bob Fish, Jerry Brophy, Charlie Cobb, Bryan Zielinski.

Open Space Inventory & Map
Bob Fish informed the commission that the current map is 5 years old.  He suggested that the books in the Land Use library be brought up to date.  Jerry Brophy said he would be interested in doing this and will speak with Christine Nelson.  It was brought to the commission’s attention that Pat Ingellis may still be interested as well.  Charlie Cobb stated that he would help too if necessary.  

Special Meetings, Site Walks, Ground Truthing, Land Use Updates, Mail, Materials, Opportunities, Open Forum
The commission is working on final revisions to the Conservation commission’s contribution to the plan of development.
