Approval of Minutes
MOTION to approve the Regular Meeting minutes of December 13, 2005.
MOVED by Charlie Cobb.  SECONDED by Jerry Brophy.  IN FAVOR: Bob Fish, Charlie Cobb, Mike Kelley, Jerry Brophy. OPPOSED: none. ABSTAINING: none.
APPROVED: 4-0-0.

Request for Comment on the “Russell” Resubdivision
Jerry Brophy briefed the Commission on this application.  There is an existing house, barn and pond situated on almost 4 acres of land.  The property is currently for sale and the application calls for building another house and a common driveway.  The Commission is concerned in regards to the pond’s conservation qualities and proposed activities within regulated areas. Other concerns included the activities already occurring on the property that may not have the appropriate clearances.  A memo will be submitted to the Planning Commission regarding these and other concerns.

Request for Comment on “The Sidewalk Plan”
Commission members praised the concept of a “Sidewalk Plan” and mentioned that it is a perfect compliment to the Commission’s statement that Old Saybrook become more pedestrian friendly. Members were asked to read “The Sidewalk Plan” if they haven’t already and email any comments to Chairman Fish.

Budget Requests for FY 06/07
Chairman Fish mentioned that budgets are due this coming Friday and asked if members knew of any upcoming projects that may need funding built into next year’s budget.  Jerry Brophy suggested that the Natural History Tour be publicized on the town’s website in an effort to interest more people. Chairman Fish will look into this worthwhile idea and budget accordingly.

Great Cedars Stewardship Plan – Mike Kelley’s Input
Mike Kelley condensed the information presented at last month’s meeting and asked that members read and email him any comments by the end of January in preparation for the next regular scheduled meeting on February 14, 2006.  In the meantime, Chairman Fish said he would get Park & Rec’s regulations, the Land Trust Alliance Stewardship Chapter, and a copy of the Town Charter to help with this project.

Commission Priorities and Action Plans
Chairman Fish will be speaking with Judy Preston on Thursday regarding her involvement in the Fishway System and the Management Plan for Conservation Site 3 (Coastal Embayments).

Special Meetings, Site Walks, Ground Truthing, Mail, Materials, Opportunities, Open Forum
Chairman Fish mentioned that there will be a special meeting of the Conservation Commission on Tuesday, January 17, 2006 at 9:00 a.m. in the Land Use Conference Room of the Old Saybrook Town Hall.  Additionally, there will be a meeting regarding a Natural Hazard Mitigation Plan for Old Saybrook at 1:00 p.m. on January 19, 2006 in the Land Use Conference Room of the Old Saybrook Town Hall.  And on January 24, 2006 at 7:00 p.m. there will be a quarterly meeting of the Land Use Agencies at the Pasbeshauke Pavilion at Saybrook Point Park.
