Approval of Minutes
MOTION to approve the Regular Meeting minutes of September 13, 2005.
MOVED by Bob Fish. SECONDED by Pat Ingellis. IN FAVOR: Bob Fish, Charlie Cobb, Pat Ingellis, Mike Kelley. OPPOSED: none. ABSTAINING: none. APPROVED: 4-0-0.
Commission Membership & Organization
Mike Kelley and Pat Ingellis confirmed their interest in continuing to serve as members of the Conservation Commission. Judy Preston will be in touch with Chairman Fish before elections regarding her appointment.
Review of Otter Cove Estates Resubdivision
Chairman Fish informed the Commission that back in the 1960’s Otter Cove Estates had a 4-acre covenant, even though the town had 2-acre zoning. This covenant has expired. A current homeowner in this subdivision wants to split his 4-acre parcel in half and build another house. It was mentioned that the property is good for development and there are no wetlands. The Commission agreed that there is nothing within its purview to comment on.
Phragmites Control Projects: Discussion and Partnering with the Old Saybrook Land Trust
Judy Preston asked the Commission if they would like to partner with the Old Saybrook Land Trust in regards to a Phragmites Control Project. This project will target specific areas around town including North and South Cove in regards to phragmites control. The project funding will come from a grant which Ms. Preston will be writing. Ms. Preston will need help with such things as obtaining appropriate maps, mailings, and education awareness to landowners.
MOTION for Conservation Commission to partner with the Old Saybrook Land Trust in working on Phragmites Control Projects.
MOVED by Bob Fish. SECONDED by Pat Ingellis. IN FAVOR: Bob Fish, Pat Ingellis, Judy Preston, Mike Kelley. OPPOSED: none. ABSTAINING: Charlie Cobb. APPROVED: 4-0-1.
Great Cedars Stewardship Plan
Chairman Fish would like the Commission to spend more time on the Great Cedars project. Wendy Goodfriend is in the process of revising where the trails will be located and is ready to take a site walk with Commission members. Barbara Gunther of Park & Recreation and Bob Fish were approached with possible dates for a site walk. It was agreed upon by Conservation Commission members that the best possible dates are October 19, 26, or 29 either early in the morning or later in the day. Mr. Fish will coordinate with Ms. Gunther and Ms. Goodfriend regarding these dates. It was suggested and agreed upon that the Commission look at a management plan similar in scope to this project before the site walk to get ideas on what needs to be done. Judy Preston gave Mr. Fish a suggestion on how to find
such a document. Likewise, it was agreed that the boundaries and trails be flagged. A few Commission members agreed to take on this task.
Special Meetings, Site Walks, Ground Truthing, Mail, Materials, Opportunities, Open Forum
Pat Ingellis informed the Commission that there will be a presentation on Great Cedars in the Acton Library on November 2, 2005 from 7:00 to 7:30pm. The Planning Commission will hold a public hearing on the Conservation Commission’s Plan of Development at their next regularly scheduled meeting on November 2, 2005 at 8:00pm. at the Pavilion.
Judy Preston asked and the Commission agreed to help her review documents regarding The Preserve in preparation for next week’s Inland Wetlands meeting on October 20, 2005.
