II.     NEW BUSINESS     

       A.   “Environmental Containment Systems, LLC”  Design Review & 2 Signs
       360 Boston Post Road, Map 53/Lot 49
      Gateway Business B-4 District
      Applicant:  Environmental Containment Systems, LLC     Agent:  Robida Engineering

Presenting on behalf of this application were Gene Roboda. C.E., Steven and Susan Bogan.

G Robida stated that the existing 14,792 steel building was constructed in the 1970’s and it is
situated on a 2-acre parcel.   The structure was previously utilized as a car dealership. The new
owners purchased this property in October 2014 and there is no intent to change the footprint of the existing building.  

There are several existing lamp-post style lights which will be removed, and replaced with 14 foot,
downward facing, LED full cutoff lights.   The building is currently vacant, however Environmental Containment Systems will utilize 11,000 s.f. of the building and the property.  
There is 2,400 s.f. of spaced blocked out for a tenant who will occupy the front of the building.

The parking areas will remain, and a 6-foot high chain link fence will be installed on the south side of the building.  There will be 20-foot entrance gates installed.  The applicant proposes planters in the front of the building which will serve to add greenery and protection to the front of the glass windows.  There is a grass area in the front of the property and five Dogwood trees will be planted on the Boston Post Road and Blue Princess Holley bushes will be installed on  the ne property line.   Yews are proposed in the front of the fence and along the parking spaces, and the edge of the building.

The existing brick building façia will change to a mason stone veneer facade, with vinyl
shakes along the peak. Low voltage LED lightining will be installed under the eaves.  The building
will be painted beige and the doors a darker color. The trim will be a burnt/rust-colored orange.
Chain link fencing with privacy slats will flank the building and there will be a chain link fence
installed at the northwest elevation.  The building will have vertical white trim so as to break up
the length of the building.  The rear elevation of the building will have the same color scheme.

G. Robida stated that there are at this time, two perspective tenants; a long term truck lease and car rental company and a boat company.  

Three signs are proposed for this business;  The 3’ x 7’, 21 s.f. sign situated on the front of the building which will be 120 voltage and backlit.  A 2’ x 3’ sign which is 6 s.f. and  a 4’ x 12.5’ street sign which will be 10 feet tall with a post size of 6 feet, located perpendicular to the Boston Post Road.

  B.   “Mystic Market”  Design Review & 2 Signs

         Industrial District
         Applicant/Agent:  Charles Spathakis

        Charles Spathakis and David Griswold, VP presented on behalf of the application.

D Griswold stated that two signs are proposed to be installed in the location of the existing signage. The two signs will be comprised of block letters, mounted on PVC plastic with overhead LED, downward lighting.  An outdoor patio will be installed in the front of the building and planters with seasonal shrubs will be installed.  The existing building will have a patio and and boxes with seasonal plantings will be installed.  The grounds will be maintained, groomed and the existing shrubbery will be cleaned up. The two proposed signs will be a 4’ x 8’ top panel with two 12’ x 96’ panels underneath.  The siding is proposed to be a light grey and the brick will remain the same, which is a natural red brick.

A Brodeur suggested that the applicant to look into the installation of downward, gooseneck lighting on the road sign.

MOTION to recommend approval of “Mystic MarketDesign Review & 2 Signs, 70 Mill Rock Road East, Map 42 / Lots 4 & 5, Industrial District, as presented with the suggestion that the applicant look into eliminating the existing road lighting and change of the road sign to incorporate down lights; MADE by A. Brodeur; SECONDED by S. Missel; APPROVED by S. Missel, T. Brodeur, D. Leake;  OPPOSED: None;  ABSTAINING: None; (3-0-0).

   C.   “The Tarot Card & Palm Reader”  Sign
          880 Boston Post Road, Map 36/Lot 162
          Shopping Center Business B-2 District
          Applicant/Agent:  Julie Mitchell

        Bob Mitchell presented on behalf of this application.  The three pre-existing, non-conforming wall signs will not exceed the space in which the existing are located. There are no proposed changes to the size of the signs.  The signs are proposed to have a blue background with white lettering.

A Brodeur stated that the proposed blue sign color tie in with the shutters compliments the building, however the he suggested that the font sizeand style be changed.

D. Leake suggested a more unique letter design to better capture the essence of the business.  
                
MOTION to recommend approval of “The Tarot Card & Palm ReaderSign,  880 Boston Post Road, Map 36 / Lot 162, Shopping Center B-2 District, with the proposed signage color scheme of blue background with white lettering.  However, the Board suggests that the font and style for the sign be similar to the previous sign for this business, which was located on Elm Street.  The applicant will revise the sign proposal to redesign the lettering and font style and present for final review to the Zoning Enforcement Officer; MADE by A. D  “Main Street Connection Park-Phase 1”  
       225 Main Street, Map 30/Lot 58
                 Business B-1 District
                 Applicant:  Town of Old Saybrook     Agent:  Geoff Jacobson, P.E.

First Selectman, Carl Fortuna opened the discussion on this proposal.  C. Fortuna stated that the Main Street area is undergoing  a revitalization and within the year Main Street will have a new look.  C Fortuna stated that this is a 2-phase proposal and this evening’s discussion relates to Phase 1.  This project will be funded largely with a $500,000 STEEP Grant the Town recently obtained.   

The Main Street Connection Park, Phase 1 proposes 31 parking spaces with 2 handicap spaces. The sidewalk will be widened along Main Street and a stenciled brick pattern will be utilized. There will be a sidewalk that will front for and accommodate the 9-town transit pickup.  

The seating areas will include the installation of a fieldstone planter to the rear of the seating area.  There will be a timber guiderail along a walkway on Main Street for which decorative landscaping will be installed.  The walkway will eventually go to Lynde Street.  There will be a small handicap plaza with decorative bollards.

There will be a landscaped rain garden installed as a means to curtail stormwater runoff. There will be lighting installed in the rain garden.  There will be two bocchi courts with shaded benches.  There will be concrete picnic tables, four benches, two game tables and a drinking fountain.  The full park facility will be completely handicap accessible.   There will be a maximum 12 s.f., green sign with white lettering at the entrance and decorative bollards will be installed in the front of the park.

The designation of a park name is unknown at this time, however this will ultimately be an Old Saybrook Park and Recreation project and it is within their domain to make decisions on the property and the signage.  

The lighting for the park will include the same fixtures to those at the Katherine Hepburn theatre. The lighting will be the same throughout the bocchi and recreation area.  The lights along the bocchi courts will be turned off earlier than those in the parking lot.

A Brodeur suggested that the lights in the bocchi courts remain lit longer so as to prevent loitering and vandalism.  A Brodeur stated that it will be a great asset to have this park within walking distance to town.   

Green Zelkova trees will be installed along with Red Sunset Maples.  Crab Apple Trees will be installed and Perriwinkle and Knockout Rose will be planted.  

D Leake suggested plackets identifying the various flora would add a learning component for school groups.

A Brodeur suggested that provisions be made for a sheiled lighting in the area of the bocchi courts, to remain on in the evening so the courts can be utilized after dusk.  C. Fortuna stated that while he has no problem exploring evening lighting for the bocchi court, consideration should be made to those residents within the area of the bocchi courts.   


MOTION to recommend approval of “Main Street Connection Park-Phase 1”  225 Main Street, Map 30 / Lot 58, Business B-1 District, as presented with the following stipulations; Consider the option of keeping the bocchi courts lit at night for the purpose of evening use and consider labeling the plantings to add an educational dimension; MADE by S. Missel; SECONDED by D. Leake; APPROVED by S. Missel, T. Brodeur, D. Leake;  OPPOSED: None;  ABSTAINING: None; (3-0-0).
