  • Minutes of February 11, 201 Special Meeting
Review and approval of the February 11, 2015 special meeting Minutes.

MOTION to approve the February 11, 2015 special meeting Minutes with the following amendments: Page 2, second paragraph from the bottom to read: “make changes to remove the chain link fence and to install a wrought iron ornamental fence on top of the stone wall.” Page 2, second paragraph from the bottom, related to the Motion on the Eastpointe Incentive Housing Development, 186 Units, 7 North Main St., Map 40/Lots 5&6-1 and Map 39/Lot 9, to read: “implement facace changes to the 24-unit buildings”; “make changes to the chain link fence above the stone wall on the cemetery property with a wrought iron style picket fence.”  It was also recommended to make changes to the full size link fence with a smaller link size and to explore adding more storage space; MADE by T. Brodeur; SECONDED by B. D’Agostino; APPROVED by S. Missel, T. Brodeur, B. D’Agostino; OPPOSED: None; ABSTAINING: None; (3-0-0).

S. Missel reported on a request for the Board’s submission of an article for the Old Saybrook Events quarterly publication. Members will consider topics for publication and discuss at the March 9, 2015 meeting.  A suggestion made by B. D’Agostiono, to describe how the Commissioner’s background and training contribute to the Board.

IV.     NEW BUSINESS

  • Mirsina’s Restaurant”
162 Main Street, Map 37 / Lot 128
Central Business B-1 District
Applicant / Agent: Mirsina Filindarakis

This is an application to replace existing signs, utilizing the same dimensions, with the name of the new business.  The wall sign is 12 feet in height x 30 feet in width for a total of 350 s.f.  Mirsina Filindarakis presented.

S. Missel referenced the sign design and noted that the letters “i” and “r” in Mirsina looks like the letter “u”. S. Missel suggested to separate the letter “i” from the letter “r”.  

M. Filindarakis indicated that the sign will be lit utilizing the existing shielded fluorescent light that shines up onto the storefront.

S. Missel commented on the adjoining business and noted that the Fred Astair studio and Liv’s restaurant have utilized raised, channel lettering and suggested the same for this business, which would also serve to lend a unified appearance to the three adjoining businesses.  M. Filindarakis indicated that she would look into it.

MOTION to recommend approval of “Mirsina’s Restaurant” 162 Main Street, Map 37 / Lot 128 as presented with the following modifications; the letters on the sign to be reconfigured to flow better so as not to confuse the letter “i” with the letter “u” and the Mirsina sign will be crafted in raised letters on the blue background. The Board suggests that the circular wheels which dot the letter “i”, as shown on the plan, be removed and replaced with dots; MADE by T. Brodeur; SECONDED by B. D’Agostino; APPROVED by S. Missel, T. Brodeur, B. D’Agostino; OPPOSED: None; ABSTAINING: None; (3-0-0).

Saybrook Point Marina, LLC”  Application for Modification of Special
Exception/Coastal Site Plan #13-205 to expand porch, add decks and add cupola.

   Applicant:  Saybrook Point Marina, LLC         Agent:  Jonathan Turley & Thomas McDonald

This is a referral from the Zoning Commission to review the application for modification of special exception and recommend any required modifications.

This request to modify was previously approved as a Special Exception to include the following 5 items as outlined in the February 11, 2015 memorandum from East Wharf Architects:

  •  An open deck at the first floor of the rear guest room.  This deck is located within the side yard setback and a varance was granted by the ZBA in January 2015.
  •  An open deck at the second floor of the rear guest room. This deck is located within the side yard setback and a variance was granted by the ZBA in January 2015.
  •  Enlargement of the street front porch and stairs to extend 33 inches eastward toward Bridge Street. This is located within the front yard setback and a variance was granted January 2015.
  •  The height of the elevator tower has been increased to 1’-6” above the 35 foot maximum height.  A variance was granted for this height increase as was granted by the ZBA in January 2015.
  •  The owner is requesting to construct a bell shaped architectural element on the top of the elevator tower.  Section 58.7 requires the Commission will make a specific finding that the architectural feature will not have a significant visual impact on the natural and tradatitional river view scene.
J. Turley, East Wharf Architects, Inc., presented on behalf of this application. J. Turley provided a brief outline of the four minor items as were approved in January 2015 by the Old Saybrook Zoning Board of Appeal as related this proposal. The first was for the balconies on the southwest corner; the second modification was for the front porch. Initially, approval was granted and the spans for the two decks were different.  A variance was granted to push back the deck so the offsets of the house match.  The third and fourth variance dealt with the elevator or bell tower.  The bell form OG style roof was the original design, and a variance was granted to increase the height a foot and half from the maximum allowed height and to allow the construction of the bell shaped architectural element on top of the elevator tower.  

J. Turley stated that he is seeking recommendation from the Architectural Review Board for the construction of the bell tower and the decks.  The max allowed height is 35 feet above grade and this structure will be at 36’5.  The additional 5’.6” height is ornamental.  The CT River Gateway Commission has approved this structure.  

The bell tower will be fabricated out of a slate blend diamond tab shingle.  The composite will be red brick and the top portion will be all slate.  J. Turley stated that he is still working on the coloring for mansard.

MOTION to recommend approval of “Saybrook Point Marina, LLC”  Application for Modification of Special Exception/Coastal Site Plan #13-205 to expand porch, add decks and add cupola. 19 Bridge Street, Map 24, Lot 54, Saybrook Point SP-3 District, CT River Gateway Conservation, CT Coastal Management Zone, as presented this evening and outlined in the 5 items referenced in the February 11, 2015 East Wharf Architects memorandum, as noted above; MADE by B’Dagostino; SECONDED by T. Brodeur; APPROVED by S. Missel, T. Brodeur, B. D’Agostino; OPPOSED: None; ABSTAINING: None; (3-0-0).    

V.      ADJOURNMENT

MOTION to adjourn the meeting at  8:15 p.m. to the regular meeting to be held on Monday, March 9, 2015 at the Old Saybrook Town Hall, 2nd floor conference room, 302 Main Street at 7:00 p.m.; MADE by B.
