Mr. Brodeur called the meeting to order at 7:33 p.m.

V.      NEW BUSINESS

A.         Application for Minor Modification to Special Exception #12-221, to extend and modify light poles.  NERP Holdings & Acquisitions (Tractor Supply), 401 Middlesex Tpke., (Map 52/Lot 96), Business B-4 District,
Aquifer  Protection Area
        Applicant: NERP Holdings & Acquisitions, LLC
        Agent: James P. Cassidy, LLC
        
          James Stachelek presented on behalf of this application.  Mr. Stachelek referenced the approved site plan and elevations The light poles are currently 14’ above
grade and the applicant wishes to increase the height of the light poles to 20’. This will improve safety on site and will reduce the number of needed light poles
The original design was approved for 14 lighting poles with total of 31 fixtures.  Mr. Stachelek has revised the proposal to reduce the number of light poles to
10 with a total of 23 lighting fixtures. The fixtures will remain the same.

Mr. Stachelek stated that the height of the building will be 20’ 8” and the height of the light poles will be 8” shorter than the height of the building. For security
purposes these lights will not be full cut-off.  The lighting will be metal halogen.

Ms. Missel expressed the concern that if the Board recommends approval of this special exception application before the Zoning Commission, a precedent will be set for other businesses.

Ms. D’Agostino was amenable with the revised proposal and the reduced height of the light poles as was Mr. Akin.  
 
MOTION to approve as presented the minor modification to Special Exception #12-221 to extend and modify light poles.  NERP Holdings & Acquisitions (Tractor Supply), 401 Middlesex Turnpike, Map 52 / Lot 96, Business B-4 District, Aquifer Protection Area; The Architectural Review Board feels that the increased height of the light poles will illuminate the parking lot and increase safety in the non-lighted area.  MADE by T. Brodeur; SECONDED by B. D’Agostino; APPROVED by T. Brodeur, S. Missel, B. D’Agostino and B. Akin; (4-0-0).

VI.     ADJOURNMENT

MOTION to adjourn the meeting at 8:45 p.m. to the next regularly scheduled meeting of the ARB to be held on Monday, August 12, 2013 at the Old Saybrook Town Hall, 2nd floor conference room, 302 Main Street at 7:30 p.m.; MADE by T.
