Mr. Pendleton called the meeting to order at 7:30 p.m.

II.     OLD BUSINESS
A.      “Tractor Supply Co.” 3 Signs
401 Middlesex Tpke., Map 52/Lot96
B-4 District
Applicant:  NERP Holding & Acquisitions, LLC
Agent:  James P. Cassidy, P.E.

This application is continued from the November 14, 2012 ARB meeting.  

James P. Cassidy, P.E. from Hallisey, Pearson & Cassidy Engineering Associates presented for NERP Holding & Acquisitions, LLC. Also presenting on behalf of this application, was Mark D’Addabbo, New England Properties.  NERP is a real estate development company that constructs buildings and rents to the Tractor Supply Company, which is a retail operation that caters to the gentleman farmer.  This business will sell larger farm supplies such as brush hogs, fencing, corralling, generators, etc. and some of those larger items will be stored behind the building. Mr. Cassidy stated that the applicant is looking to construct a new building which will be finished in a durable simulated cedar siding with 19,097 s/f of floor area.  The building is proposed to be situated close to the front street with 74 parking spaces in front of the building.  There is a row of existing canopy trees along the road adjacent to the entrance and the applicant will remove brush and invasive plants within that buffer.  
  
The first Tractor Supply sign is proposed to be a 120 s/f, free-standing monument sign on the front of the property, with white background black letters and a red Tractor Supply symbol with a simulated brick inlay in the middle. The sign will be externally lit.  Also proposed are two, 120 s/f wall signs.  Mr. Cassidy stated that the applicant is looking to install a light pole into a concrete base at 30” above grade.  The purpose of elevating the light pole on the concrete base so as to reduce the likelihood of vehicles backing into and knocking over the 4” square aluminum pole.  

There was a consensus at the November 14th meeting to continue this application so that members would have an opportunity to look at the similar building of the Tractor Supply Co., situated on Liberty Street in Stonington, CT.   Mr. Cassidy stated that it was requested at the November 14, 2012 ARB meeting that he come back with a plan for internal illumination on the free-standing monument sign as well as a more detailed landscape plan.  

Mr. Pendleton suggested that the landscaping plan be accepted as presented with the recommendations to the landscaping and to the building.

MOTION to recommend approval of the sign application for “Tractor Supply Co” Sign, 401 Middlesex Tpke, Map 52/Lot 96, B-4 District, Applicant: NERP Holding & Acquisitions, LLC, Agent:  James P. Cassidy, P.E. with the following recommendations;  a) The installation of a wildflower meadow grass mix on the back lawn of the building;  b) The top of the ball of all new tree plantings is to be installed 3”- 4” above the existing ground; c) Modification of the landscape plan to improve the line of site of the signage on the building; d) Recommendation that the wall sign be approved as presented as the installation of the larger signage at 108’ on south side of the building and 72’ on the east side of the building (Middlesex Tpke) as it is proportionate and fits with the aesthetics of the building; e) The monument sign which is 4.5’ x 11’ and is overall 8’ in height will be placed on two square columns and the brick inlay will be eliminated. The overall length of the base of the sign will be reduced so that the sign portion overhangs the base.  The landscaping around the base of the sign will be comprised of green Sergeant Juniper plantings which will serve to obscure the brick;  f)The illumination on the monument sign as presented with perforated vinyl so that at night the internally illuminated white section does shine onto the road.  MADE by Barbara D’Agostino; SECONDED by T. III.    NEW BUSINESS

A.      “Sunoco” 2 Signs

Applicant:  M&G Services

James Cazaurang presented on behalf of this application.  Mr. Cazaurang stated that he wishes to replace the existing Price Cabinet on the existing ground sign with a new LED Price Cabinet.  The height is 42” and the length is 61 ¼”.  Mr. Cazaurang will also install the “Official Fuel-Nascar” cabinet size at a height of 11 ¼” and the length of 61 ¼” on the existing ground sign.

B.               “The Trove” 3 Signs

             Applicant:  Andrew Lowe

Andrew Lowe presented on behalf of this application.  Mr. Lowe is seeking approval for one,  3’ x 10’ wall sign to be placed above the overhang roof on the front of the building and two, 3’ x 6’ signs will be affixed to the pre-existing sign by the road.  No new additional lighting is proposed, however there are pre-existing lights on the roof of the building.  The new sign lighting will be vinyl and done in a blue and black with a black border on the sign.

C.      “Business and Legal Resources”  Sign

Applicant:  Chuck Drube

Chuck Drube presented on behalf of this application.  Mr. Drube stated that he would like to remove the street number (139) of the building and replace with “BLR” signage.
