Mr. Pendleton called the meeting to order at 7:35 p.m.

A. “Chester’s First Rate Second Hand” 2 Signs
1610 Boston Post Road, (Map 26 /Lot 37)

Emma Hayward, Applicant/Tenant
This is an application for the replacement of a pre-existing, nonconforming attached sign above a space with an existing mount and frame at 94” x 38”. A second sign will be framed by the road at 54” x 16”. Emma Hayward, applicant presented on behalf of this application. Ms. Hayward stated that this a second-had clothing and furniture store. The sign over the store front has been already installed. The street sign on the kiosk has not yet been installed. The applicant stated that the window markings and advertising will be removed.
Mr. Brodeur suggested that the wording “First Rate - Second Hand” be made larger on the street sign kiosk.
Ms. Yust suggested that the street sign have a dark colored background with white lettering.
MOTION to recommend approval of “Chester’s First Rate Second Hand” 2 Signs, 1610 Boston Post Road, (Map 26/Lot 37) Gateway Business District, Emma Hayward, Applicant/Tenant; with modifications to the street sign so that the words “First Rate - Second Hand” are done in a larger font. Shelly DeProto, Applicant
This is an application for a 2’6” high x 10’ long wall sign. Shelly DeProto presented on behalf of this application. Ms. DeProto stated that the Red Hen is a new restaurant going into a former restaurant space on Main Street.
Ms. D’Agostino suggested that the words “Red Hen…” be centered on the sign. Ms. DeProto stated that the space between the three dots may be spaced further apart to add balance to the sign. Ms. DeProto stated that she will speak with the graphic designer and determine if the sign can be centered. The applicant will paint the front of the building slate grey and the brick planters will be painted slate grey as well. The planters will be filled with Impatience and Potato Vines. The restaurant sign will be a lighter grey and the letters will be distressed. A glass casing will be attached to the wall of the restaurant which will display the menu. Ms. DeProto stated that the lighting under the soffit will be directional to point onto the sign. The sign
will be 114” in length x 30” in height.
Mr. Aiken stated that if the sign is centered, the value will be lost.
Ms. DeProto asked if she may remove the Day lillies which are planted under the Cherry tree in front of the restaurant. Mr. Pendleton noted that it would be acceptable to remove the lillies, however he recommended to keep a lip on the Belgium blocks once the Day lillies are removed. Ms. DeProto asked if it was possible to place lights in the tree outside of the restaurant. Mr. Pendleton suggested that Ms. DeProto speak with Christine Costa, ZEO.

C. “Old Saybrook High School” Site Plan

D. “Town of Old Saybrook” Signs
Boston Post Road, Middlesex Turnpike and Springbrook Road

Old Saybrook Economic Development Commission, Applicant
This is an application for three free-standing signs, with no illumination; two signs will be 96” x 48” and one sign will be 72” x 34”; All signs will have a blue background with gold lettering: “Old Saybrook Welcomes You”. The posts are fabricated out of a powder coated white aluminum. The signs will be installed by Larry Bonin in the following locations: Exit 68 off of Route 95; Exit 2 off of Route 9; and Boston Post Road, Benny’s Plaza.
Wilma Asch and Liz Swenson, EDC member presented on behalf of this application. Ms. Asch stated that each sign will be painted a “Saybrook blue” in color and a lighthouse will be incorporated on each sign. There will be no illumination on the signs. Wilma and John DeCristopher have worked closely with Christine Costa and with the State of CT on the locations of the signs and permitting has been received on all of the proposed signs. Ms. Swensen stated that she will work with the Garden Club on the landscaping. Ms. Swensen indicated that she will come back before the ARB with the final landscaping design.

E. “Old Saybrook Town Garage” Site Plan
497 Middlesex Turnpike, Map 57/Lot 31
Business B-3 District
Town of Old Saybrook, Applicant
This is an Application for a Special Exception Permit for construction of a 6,000 s/f Public Works vehicle and equipment storage and maintenance building which is proposed to be less than 35 feet in height. This garage building is proposed to be constructed in the Aquifer Protection Area. The Zoning Commission has requested recommendations from the ARB of any required modifications. A Public Hearing has been set for Monday, August 20, 2012.
Barbara D’Agostino receused herself from this application.
There was a question as to who regulates the Aquifer Protection Area and Mr. Brodeur stated that he would research and get back to the Board. It was noted that the Zoning Commission is seeking an opinion and recommendation of the Board from an architectural standpoint.
Mr. Brodeur stated his concern regarding the proposed concrete foundation and concrete slab is proposed to be constructed over a water source.
Mr. Pendleton stated that at this time the ARB finds it premature to speculate on the architectural adaptations of this proposal as not enough information has been received by the Board.
